As the online space expands rapidly, the role of administrators of groups on social networks has become more important. These individuals are not only operators; they also bear legal responsibility for activities carried out within their groups. The task becomes more complex when groups have hundreds of thousands of members and the content posted is diverse.
The Ministry of Public Security is drafting a decree to regulate the prevention and control of cybercrime and crimes using high technology. One key proposal is to identify and verify administrators of social network groups, with the aim of ensuring that administrators are accountable for the governance and operations of their groups.
Lieutenant Colonel Triệu Mạnh Tùng, Deputy Director of the Cyber Security and High-Tech Crime Prevention Department (A, Ministry of Public Security), said that the emphasis is on identifying and verifying accounts through mobile phone numbers, reflecting the current trend. He described this as an important step in managing cyberspace by clearly determining each individual’s responsibility.
Authorities noted that implementing identity verification and management for large groups is not straightforward. When a group has hundreds of thousands of members, controlling content becomes difficult. In practice, much of the content posted by members has not been strictly moderated, which has led to negative consequences for society.

Verifying the identity of group administrators and clarifying their responsibilities are presented as solutions to strengthen state management of cyberspace, improve prevention, detection, and handling of violations, and contribute to ensuring cybersecurity and social safety.
Cybersecurity experts emphasized that, in the digital age, administrators’ responsibilities extend beyond day-to-day management. They must also ensure information security and comply with the law. Identity verification and administrator authentication are described as essential steps to protect cyberspace and help create a safer, healthier online environment.
