After years of obstacles, the Đầm Hồng – National Highway 1A section of Ring Road 2.5 has officially completed handing over the entire site. The full handover is expected to enable investors to implement construction and complete the remaining items of the road project.
According to a representative from Hoang Mai – Hanoi Investment Construction Company, Ltd., the unit has handed over 100% of the site to the investor. Earlier, on the afternoon of April 30, Phuong Liet ward authorities assisted in moving assets and dismantling structures of the last two households to hand over land to the investor for the project.
These two cases involved about 60m² of land within the area of the Định Công Urban Area (now Định Công New Urban Area) under HUD, located in the project’s sidewalk area. Completing the handover to the last households closed the GPMB (site clearance) stage that had caused delays for many years.
On April 20, the GPMB task force conducted field surveys, prepared minutes, and the households signed documents to support the compensation plan. Based on this, Phuong Liet ward proposed that Hanoi City approve the compensation, support, and resettlement plan to ensure residents’ rights in accordance with the law for land recovery.
The households’ consent and their cooperation in inventory, measurement, and land handover were cited as demonstrating the effectiveness of information publicity and full compliance with GPMB procedures, resolving the final obstacles of the project.
After full handover, the investor stated that it is ready to commence remaining works. “Machinery is ready on-site; we commit to completing the remaining items within a few days,” a representative of Hoang Mai – Hanoi Investment Construction Co., Ltd. said.
The Ring Road 2.5 project Đầm Hồng – Quốc lộ 1A was initiated in 2014. The section is about 1.6km long, with total investment of around 1,317 billion VND under a BT (Build–Transfer) contract, originally planned for completion in 2017.
Progress was delayed due to GPMB issues and extensions of the BT contract. By 2020, only about 40% of the work had been completed, and the project was paused. After a five-year halt, the project was restarted at the end of May 2025.
By February 10, 2026, a segment about 1,280m from ngõ 192 Le Trọng Tấn to the area adjoining the Kim Đồng – Giải Phóng underpass had been opened to traffic. The remaining section from Đầm Hồng to ngõ 192 Le Trọng Tấn, longer than 300m, has also been basically completed.
Assessments cited in the report indicate that completing GPMB will allow the project to proceed synchronously across the whole route in the near future.
Ring Road 2.5 is described as an important traffic axis connecting the southern and southwestern parts of Hanoi, helping relieve pressure on major roads such as Giải Phóng and other routes connected to National Highway 1A. As sections are completed and put into operation, the regional transport system is expected to be strengthened, easing travel for residents and improving urban infrastructure connectivity.
The completion of 100% land handover for the Đầm Hồng – National Highway 1A section is presented as both progress in project implementation and positive local movement in GPMB, a key condition for the project to be completed soon and to realize investment returns aligned with Hanoi’s transport infrastructure development needs.
