Professor Phan Xuân Dũng, President of the Vietnam Union of Science and Technology Associations (VUSTA), has received the title of Honorary Professor from Moscow Power Engineering Institute (MPEI) in the Russian Federation. He is the first Vietnamese citizen to be awarded the professorship by the university and to be listed on the university’s honor roll alongside scholars from around the world.
At the solemn ceremony, Professor and Doctor of Science Dymitry A. Protasovsky, Rector and Chairman of MPEI’s Scientific Council, presented the honorary robe and conferred the title of Professor on TSKH Phan Xuân Dũng.
In his address, Dymitry A. Protasovsky praised TSKH Phan Xuân Dũng’s contributions to the bilateral relationship and expressed the hope that scientific and technological cooperation between the Russian Federation and Vietnam—particularly between MPEI and VUSTA—will continue to be strengthened and developed.
MPEI’s remarks highlighted Dung’s role and long-standing contributions as Chairman and Vice-Chairman of the Vietnam–Russia Friendship Parliamentary Group. For his contributions to cooperative science and technology relations between Vietnam and Russia, he has received numerous state decorations from Vietnam and honors from the Russian Federation.
Expressing his sense of honor and emotion at receiving the honorary professorship, TSKH Phan Xuân Dũng acknowledged the affection of the Russian people and the country that trained many generations of scientists and engineers for Vietnam, including himself—from undergraduate studies to doctoral work.
He said he has maintained close ties between MPEI and VUSTA, noting that over the years there have been substantial, tangible activities in training, scientific research, academic exchanges, and the development of a high-quality human resources pool.
“I believe that the cooperative relationship between Moscow MPEI and VUSTA will continue to be strengthened and reach new heights, especially in technology transfer, training of human resources, and connecting the two countries’ scientific and technological communities,” he said.
TSKH Phan Xuân Dũng was born in 1960 in Hà Tĩnh Province. He has served as a National Assembly deputy for terms XII, XIII, and XIV, and has held roles including Member of the Party Central Executive and positions in various committees. He chaired the Vietnam–Russia friendship parliamentary group (XIV) and led the state’s project on the Ninh Thuận nuclear power plant and other key science and technology initiatives.
As a scientist and legislator, he has held leadership roles and, later, as head of VUSTA, has made contributions to Vietnam’s science and technology development. He has devoted significant effort to institutionalizing the Party’s views on science and technology and environmental protection, promoting innovation, and transferring scientific and technological achievements to production and daily life.
He has served as editor-in-chief and co-author of many books and scientific works in science, technology, and the environment. He has chaired major thematic supervisory programs on hydroelectric planning and development; the organization and operation of scientific and technological organizations; mineral exploitation; environmental protection in economic zones and traditional craft villages; and climate change response.
He has also contributed to finalizing policy and legal frameworks for science and technology, environmental protection, and other regulatory matters, working with central authorities, the Party’s leadership, and Parliament to build a comprehensive policy framework for managing and developing science and technology, resource use, and environmental stewardship for rapid, sustainable national development.
In supervision, he has contributed to hydropower planning reviews; the functioning of scientific and technological organizations; investment and budgeting; science and technology policy; environmental protection in economic zones and villages; climate-change responses; and important recommendations. In research, he has participated in and led topics including defending national sovereignty at sea and archipelagos, and has published numerous papers and books.
VUSTA affirmed its role as a core force in uniting intellectuals in science and technology.
