Many issues related to land, site clearance, and environmental procedures were addressed directly by Hanoi City at a 2026 dialogue with small and medium-sized enterprises, focusing on transferring land-use projects, environmental licensing, and expanding production space. At the 2026 SME dialogue, organizers noted questions from several firms, including Hai Phat Service and Development Co. (Tung Thiện ward), Đại Phong Infrastructure Construction JSC (Da Phúc commune), HDP Plastic Manufacturing JSC, and STNL Co., Ltd. The recommendations centered on procedures for transferring projects that use land, obstacles in site clearance at the Xuân Thu craft village industrial cluster, environmental licensing processes, and difficulties in accessing land to expand production. All procedures have been published: In response to questions about transferring projects that use land, Hanoi’s Department of Agriculture and Environment Director Bùi Duy Cường stated that the conditions and steps are defined in the Land Law and Investment Law. Currently, all procedures are published at relevant agencies such as the Department of Finance, the Department of Agriculture and Environment, and the City Public Service Center. Enterprises needing to apply should contact the Department of Finance and the Public Service Center to file the transfer dossier. After city approval of the policy, the enterprise registers changes on the land-use certificate. Notably, under the 2023 Land Law, this procedure has been simplified, avoiding a full re-run of the land administration process, thereby shortening time and facilitating project deployment. Regarding the site-clearance obstacles at the Xuân Thu industrial cluster (Da Phuc), the Director noted that the project began in 2021 with about 20 hectares but faced difficulties mainly due to incomplete land records and some residents not consenting. To address this, the departments and local authorities are completing land records and publicizing information to solicit public input. For cases of non-declaration or deliberate obstruction, actions will be taken in accordance with the law. Enterprises should also coordinate closely with local authorities to ensure timely compensation once plans are approved. The police will continue to ensure security during project implementation. Currently, the enterprise is working with the Department of Industry and Trade to adjust and extend the implementation schedule. The departments will speed up administrative processes, and with clear policy and planning, the aim is to complete land clearance and bring the land into productive use quickly. Regarding the environmental licensing proposal for HDP Plastic, the Director stated that the procedures are defined in the Environmental Protection Law and implementing guidelines, and are published at the Public Service Center and the Department. However, because the enterprise operates plastic production in a residential area, environmental protection must be prioritized. The department urged the enterprise to strictly comply with the law, ensure environmental standards, and not affect nearby residents. Essentially, the licensing process does not face obstacles if the required documents are submitted. For STNL’s proposal to expand the production site, the Director noted that land-use plans and building plans are publicly disclosed to have communes/wards access to information. Enterprises can access land through three main channels: bidding, auction, or transferring land-use rights. Bidding and auction have been devolved to local authorities; for the transfer, enterprises should file at the Public Service Center for consideration and city approval. Reaffirming the city’s commitment to supporting efficient enterprises seeking expansion, Hanoi’s director emphasized that the city will continue to back productive investment and urged enterprises to work proactively with local authorities to understand planning, land provenance, and to complete procedures in accordance with regulations to ensure timely execution and investment efficiency.
