Hanoi is proposing adjustments to regulations governing road passenger transport to allow contracted passenger vehicles with fewer than 28 seats and shuttle services to operate 24/7.
The Hanoi Department of Construction has reported to the Hanoi City People’s Committee on the implementation of Decision No. 01/2026/QD-UBND, which regulates the operation of road transport vehicles in the city.
Under the current framework, passenger cars with 28 seats or more (excluding the driver) are permitted to operate only outside peak hours. If operation during peak hours is required, a written approval from the city police is necessary.
The Department of Construction said this regulation has led many tourism vehicles with 28 seats or more to stop outside restricted areas, wait until the allowed time to move, or add an additional 16-seat vehicle to shuttle passengers. The resulting changes increase operating costs and affect travel businesses’ operations.
To address these impacts, the Hanoi Department of Construction coordinated with the Department of Tourism and the City Police to hold meetings with tourism enterprises. The meetings focused on disseminating the regulations and guiding procedures for obtaining authorization to operate during peak hours when necessary.
To mitigate negative effects on transport and tourism businesses, the inter-agency group comprising the Department of Construction and the City Police has agreed to submit a proposal to the city’s People’s Committee to adjust Decision No. 01/2026. The proposed adjustment would allow contract-based passenger transport vehicles (28 seats or less, excluding the driver) to operate 24/7.
For shuttle vehicles, Decision No. 01/2026 currently allows shuttle operations only outside peak hours, and shuttle vehicles must obtain a shuttle badge issued by the Department of Construction.
In addition, to support shuttle operations between the city’s bus terminals—aimed at increasing public transport adoption, reducing private vehicle use, and easing traffic congestion—the inter-agency group has agreed to propose an adjustment to permit 24/7 shuttle operations.
