Thanh Liệt Ward, in coordination with relevant authorities, cut electricity and water for more than 620 facilities violating land-use and construction laws in the ward. These facilities include 426 factories, warehouses, and 194 residential buildings built on agricultural land or constructed illegally. Additionally, 1,022 other projects on project land have been notified and are awaiting site clearance. According to the People’s Committee of Thanh Liệt Ward, violations occurred mainly during the era of three-level governance. After establishing two-level local governance, the ward has reviewed, compiled data, and drawn up a concrete plan with a timetable for handling violations. For now, the ward will cut electricity and water under City People’s Council Resolution 33, and require households to dismantle the violations; noncompliance will be enforced. Thanh Liệt Ward is one of the hotspots for land-use and construction violations. In particular, land along Pham Tu and Quang Liet streets and slow-implemented project land have largely become workshops, auto garages, and restaurants, posing a risk of fire and explosion. Recently, a workshop built on agricultural land in the ward caught fire, killing one person. On April 15, 2026, Thanh Liệt Ward forcibly demolished a 6,200 square meter Pickleball court built on agricultural land, the largest Pickleball facility in Hanoi with 22 courts, invested at over 10 billion VND. Since January 2026, the project had been issued a violation notice and fined 140 million VND, but the investor did not comply, leading the ward to proceed with demolition.
