The Hau Giang - Ca Mau Expressway is scheduled to reopen to traffic from April 30, 2026. Previously, the Hau Giang - Ca Mau expressway was temporarily opened by the Mỹ Thuận Project Management Board from January 19 to serve travel during the 2026 Lunar New Year. However, on the route some items remained under construction, such as drainage trenches, slope reinforcement, and concrete shoulders. Working while in operation posed safety risks for vehicles and workers on the site. Consequently, the investor halted exploitation of the Hau Giang - Ca Mau expressway from March 16 to continue completing. On the afternoon of April 14, a working group from the Ministry of Construction led by Deputy Minister Pham Minh Ha inspected the progress in completing the remaining items along the main line of the two projects, Can Tho - Hau Giang and Hau Giang - Ca Mau. At the site, the delegation checked many important items such as reinforcing road shoulders, drainage systems, slope reinforcement, installation of traffic safety systems, and addressing sections not yet ensuring smoothness at bridge heads and culverts. The work to complete remaining items such as bypass roads, interchanges, and connecting routes was reviewed to assess progress and feasibility of completion according to plan. According to the Mỹ Thuận Project Management, the construction progress of the units is behind the plan. The reasons include rising fuel and asphalt prices affecting the financial capacity of contractors. In addition, the supply of rock material from An Giang Province is prioritized for APEC-serving projects, resulting in limited supply for the project. From field checks and unit reports, Deputy Minister Pham Minh Ha acknowledged the efforts of the investor and contractors in implementing construction, gradually bringing sections into operation to serve the travel needs of the people. However, the leadership of the Ministry of Construction also pointed out that the organization of remaining items did not meet the required progress. Contractors were requested to continue increasing resources and speed up construction to ensure completion according to the plan. The deputy minister asked the investor and contractors to focus maximum resources to complete the main-line items, while finalizing procedures as prescribed to ensure conditions for handover, management, exploitation and use of the Can Tho - Hau Giang and Hau Giang - Ca Mau segments before April 30, 2026. In particular, issues related to ensuring surface flatness must be fully resolved to meet technical requirements; the traffic safety system should be completed in line with the guidance of the Traffic Police. For remaining items such as bypass roads, interchanges, and connecting routes, the units were asked to redraw the detailed schedule, proactively secure material sources, and increase machinery, equipment and manpower to speed up construction and ensure completion as planned. The investor was instructed to strengthen inspections, supervision, and progress evaluation for each contractor; decisively address delays or non-compliance; and promptly complete the selection of the ITS equipment package contractor, and report to the Ministry of Construction on any difficulties beyond authority. Regarding requests for price adjustments due to input cost fluctuations, the Economic - Management of Investment in Construction Department was tasked with studying and advising on handling options. The State Appraisal Office of the quality of construction works was tasked with coordinating with related units to strengthen on-site inspections, guide remedies for existing issues, complete procedures, ensure project quality and progress to bring the project into operation. The Can Tho - Ca Mau expressway project has a total length of over 110 km and an estimated total investment of about 27,523 billion VND. The project is divided into two component projects: Can Tho - Hau Giang and Hau Giang - Ca Mau.
