Ho Chi Minh City People\'s Committee directed to accelerate the drafting of the Special City Law to meet the timeline for presenting the draft law for consideration and finalization by July 2026. The City People\'s Committee issued the directive to expedite the drafting of the Special City Law. The aim is to complete the dossier to present to competent authorities for review and finalization in July 2026 in accordance with Notice 46-TB/VPTW dated May 4. By June 20, opinions from relevant authorities should be consolidated; and by July 1, the project should be submitted for appraisal per regulations, with the full dossier due in the first week of July. The Chairman of the City People\'s Committee instructed the Office of the City People\'s Committee to take the lead, coordinating with the Office of the National Assembly delegation and the City People\'s Council, the Department of Justice, and related agencies to review, advise updates, and propose members to participate in the Editorial Board and Secretariat, ensuring effectiveness and contributing to the Law\'s drafting and related tasks once the Law is passed and issued. This work should be submitted to the Department of Home Affairs for appraisal by May 14 before the Office of the City People\'s Committee compiles and presents to the City People\'s Committee for issuance according to regulations. For the Drafting Team, the Department of Justice is tasked to lead, in coordination with the heads of relevant agencies to propose and review membership to ensure quality and schedule, and to advise on the involvement of competent authorities in drafting the Law. This unit should also coordinate with related agencies to advise the City People\'s Committee to collaborate with the drafting agency. Additionally, the agencies are urged to actively prepare content for upcoming work sessions per Official Dispatch No. 3726 dated May 7. The content should consider the Finance Ministry\'s views on the scope of the Law\'s application, review existing legal documents related to urban development, the tasks from Conclusion 18-KL/TW, and the proposed policies and mechanisms. This aims to identify current difficulties, obstacles, and legal issues requiring supplementation to meet the urban development needs of the city—an era of a special city. The Chairman also directs the Department of Justice and the Standing Secretariat to propose specific membership for the Standing Task Force to liaise with the drafting agency, and to propose viewpoints from competent authorities at various drafting stages, including clarifying the Law\'s scope of application as per the Finance Ministry\'s opinions in Official Letter 5551 and related documents. Meanwhile, continue to coordinate with the drafting agency and relevant units to implement tasks. Departments should regularly update progress, promptly propose accelerations, and address arising issues. Following the upcoming sessions, promptly report progress and proposals to the relevant Units in order to inform the Law\'s draft, and propose to the Standing Office of the City People\'s Committee for feedback and guidance on content proposals in the upcoming drafting week.
