On April 15, the Ho Chi Minh City Police detained Do Tran Phu Thinh (41, a resident of An Hoa Tay Ward) for investigation into the act of snatching lottery tickets. On the afternoon of April 6, Thinh went to 336 Quang Trung Street, Go Vap District to buy 18 lottery slips from a disabled man in a wheelchair. Exploiting a moment of low foot traffic, Thinh took the tickets and fled. The Go Vap Ward Police, in cooperation with the City’s Criminal Police Department, pursued Thinh and arrested him. On April 7, Thinh was detained in Dak Lak province. At the police station, Thinh said that he previously lived with his wife and child in an apartment in An Hoa Tay Ward. Although employed, he invested in stocks with the aim of getting rich quickly but failed. Not giving up, Thinh borrowed to recover capital, but continued to incur losses. In early April 2026, Thinh was forced to vacate his home and return to Dak Lak. While on the way to Mien Dong Bus Station, Thinh formed the intention to snatch the lottery tickets from the man. In the afternoon of the same day, Thinh scouted the tickets but did not succeed.
