The Ministry of Construction has submitted to the competent authorities for consideration and approval an outline to adjust the national airport system master plan for the period 2021–2030, with a vision to 2050. The proposal aims to reshape the aviation infrastructure network into a synchronized, flexible system aligned with international development trends.
The core of the adjustment is to add two new airports—Mang Den and Van Phong—to the overall plan, and to upgrade Quang Tri Airport from code 4C to 4E to meet long-term operational needs.
The Van Phong airport project is proposed to be built in Van Thanh commune, Khanh Hoa province (previously located in Van Ninh district), about 65 km from Nha Trang City.
Under the study plan, the airport would be constructed on a near-shore water surface of about 497.1 hectares, described as a completely new aviation infrastructure model in Vietnam.
The project is oriented to meet 4E standards, with expected capacity of about 1.5 million passengers per year by 2030, increasing to about 2.5 million passengers per year by 2050.
Total investment is estimated at about 9.214 trillion VND. If implemented, it would be the first airport in Vietnam built entirely on water.
The investment is intended to create an important aviation gateway for Vietnam’s South Central region and the Central Highlands, supporting socio-economic development, tourism, logistics, and international integration. It is also expected to serve as a growth driver for the Van Phong Economic Zone and surrounding areas.
According to Khanh Hoa province, the project aligns with the general plan for the Van Phong Economic Zone through 2040, with a vision to 2050, approved by the Prime Minister in Decision No. 298/QD-TTg dated March 27, 2023.
The project is also compatible with land-use planning through 2030 and the first-year land-use plan for Van Ninh district, approved by Khanh Hoa Province in March 2024.
The research into developing a water-based airport at Van Phong is expected to open new growth opportunities for the aviation sector by increasing capacity and diversifying the infrastructure model. The proposal is also aimed at completing and upgrading the strategic transport network, strengthening regional and interregional connectivity, and laying a long-term foundation for maritime economic development and international integration.
