More than 60 million mobile subscribers have successfully verified their identity information on the VNeID system, while about 34 million subscribers have not yet confirmed their usage status.
The update was provided by Mr. Nguyen Anh Cuong, Deputy Head of the Telecommunication Department under the Ministry of Science and Technology, at the ministry’s April press conference.
Preliminary statistics from the C06 division (Public Security) indicate that more than 95 million subscribers have been migrated to VNeID.
Mr. Cuong clarified that authentication of subscriber information is a process carried out periodically for many years. When registering a new SIM, users provide identity documents for cross-checking against the National Population Database to ensure subscriber information accuracy.
According to the deputy head, this process is essentially carried out by telecom operators and does not require universal participation. Users provide sufficient information during SIM registration, including a photo; only cases with inaccurate information are requested to be standardized by operators.
Ownership confirmation, by contrast, is an action initiated by the user. Through the VNeID app connected to the National Population Database, citizens can view all SIMs registered under their name across all networks and confirm numbers that are in use or reject numbers no longer associated.
Mr. Cuong said that, in coordination with the police, there have been many cases where residents were summoned for investigation because SIMs were lost or no longer in use but remained under someone’s name and were misused by bad actors.
In 2023, Vietnam conducted a large-scale review of subscriber information. About 17 million SIMs had inaccurate information. After the review, 11 million SIMs were standardized, while around 6 million had their service suspended.
The review focused on cross-checking three basic data fields: name, date of birth, and address.
More recently, Circular 08/2026/TT-BKHCN added a facial image field to cross-check more accurately, reducing the risk of document forgery that operators could not verify previously.
The Telecommunications Law 2023 states that the person listed as the subscriber must bear legal responsibility for the phone number. The regulator said that proactively confirming on VNeID helps protect individuals and supports efforts to prevent spam SIMs and phone-based fraud.
Users can continue to perform ownership confirmation until June 15. For those without a VNeID account or who are vulnerable, the Telecommunication Department said it will coordinate with C06 (Public Security), local police, and telecom operators to provide direct support, including at mobile service points.
The regulator said the overall goal is to build a standardized, transparent telecommunications data repository to protect users and curb misuse of SIM cards for unlawful activities.
Vietnam currently has about 120 million SIMs across 10 networks. About 91.3% of subscribers use smartphones, which provides a platform for people to perform SIM authentication on telecom digital platforms and VNeID.
