The National Assembly is scheduled to convene its second session to consider a wide range of draft resolutions and laws, including measures related to Vietnam’s culture, legal aid, and the establishment of Đồng Nai City under central authority.
Agenda for the coming week
Under the planned program, the National Assembly will review and vote on draft resolutions in both committee and plenary sessions, based on member opinions gathered during the organized sessions.
The draft resolutions include:
- A resolution on a number of breakthrough mechanisms and policies for developing Vietnam’s culture.
- A resolution on implementing a pilot regime for the establishment of a public lawyer.
- A resolution on establishing Đồng Nai City under central authority.
- A resolution on mechanisms and policies to handle violations of land law by organizations and individuals that occurred before the Land Law 2024 takes effect, along with solutions to continue addressing difficulties and bottlenecks for backlog projects.
Evaluation and planning items
The National Assembly will also provide opinions evaluating:
- Results of implementing the socioeconomic development plan and the state budget in 2025.
- Progress of implementing the socioeconomic development plan and the state budget in the early months of 2026.
- The five-year socioeconomic development plan for 2026–2030.
- Work on thrift and anti-waste in 2025.
- The mid-term public investment plan for 2026–2030.
- The five-year national financial plan for 2026–2030.
- The plan to borrow and repay public debt for 2026–2030.
Planned law votes on April 23
On April 23, the National Assembly will vote on several laws, including amended or supplementary legislation covering information access, governance frameworks, and legal procedures. The scheduled laws include:
- The Law on Access to Information (amended).
- The Capital City Law (amended).
- The Civil Status Law (amended).
- The Law amending and supplementing several provisions of the Notary Law.
- The Law amending and supplementing several provisions of the Legal Aid Law.
- The Law amending and supplementing several provisions of the Emulation and Commendation Law.
- The Religion and Belief Law (amended).
- The National Assembly’s resolution on coordination mechanisms and special policies to enhance the effectiveness of preventing and resolving disputes in international investment.
- The Law amending and supplementing several provisions of the Law on Representation of the Socialist Republic of Vietnam abroad.
Resolution votes and oversight items
In addition to laws, the National Assembly will vote on resolutions including:
- A resolution approving the final settlement of the State budget for 2024.
- The five-year plan for socioeconomic development 2026–2030.
- The five-year national financial plan 2026–2030, and the plan to borrow and repay public debt for 2026–2030.
- The mid-term public investment plan for 2026–2030.
- The National Assembly’s supervisory program for 2027.
- A resolution to establish a specialized oversight delegation of the National Assembly in 2027.
Closing session timing
It is expected that from 15:45 on 23/4, the 16th National Assembly will hold the closing session to vote on the Resolution of the First Session.
