Police in Dien Bien province said they detected, processed, and gradually neutralized two groups on social media that operated a 'report checkpoint' system using slang to inform motorists of police positions to avoid enforcement. According to the police, the Cybersecurity and High-Tech Crime Prevention Division identified the Facebook group 'Fc. Mường Phăng' hosted by B.T.P with more than 11,500 members, which regularly posted content reporting police checkpoints. Members used terms such as 'rain', 'storm', 'sun', 'Yellow Shirt', 'Cop', 'officers', 'GT' to refer to and announce the location and time of the traffic police on duty. From 2019 to March 2026, the administrator posted 71 violation contents. In addition, the private Messenger group 'Nhóm Báo Giao Thông' run by N.T.H, with 244 members (established January 2026), operated similarly and posted 16 contents and 4 videos recording police positions, including footage from a family camera. Based on collected materials, on 13 and 14 April, the police issued administrative penalties in two cases within the 'Fc. Mường Phăng' group totaling 12.5 million VND for collecting, processing, and using information about organizations or individuals without consent or for improper purposes under Decree 15/2020/NĐ-CP (amended 2022). Two other cases were required to sign commitments to cease violations, effectively disabling the group's activities. On 17 April, the police continued to summon N.T.H and another active member of the 'Nhóm Báo Giao Thông' for questioning; the case is under investigation. Authorities emphasized that using slang to 'report checkpoints' violates the law and may also facilitate wrongdoing, potentially affecting public order and safety. Activities that misuse the online space to provide or disseminate information to evade law enforcement will be strictly punished.
