On the afternoon of April 3, Prime Minister Pham Minh Chinh, head of the National Steering Committee on International Integration, chaired a meeting to review results of international integration work, progress on commitments and agreements, and to set directions and tasks for the coming period.
Deputy Prime Minister Bui Thanh Son and Foreign Minister Le Hoai Trung attended, along with leaders of ministries, agencies, localities and members of the Steering Committee.
According to reports at the meeting, the Politburo issued Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in a new situation, identifying integration as a key pillar in the country’s development strategies.
Based on the resolution, the Government issued an Action Programme with 22 targets and 117 specific tasks, covering three pillars of integration: political–defense–security; economy; and culture–society, science and technology and education and training.
Ministries, agencies and localities have developed action plans to concretize assigned tasks in line with the motto “6 clear,” aligned with practical needs of people and businesses.
In Q1 2026, foreign affairs and international integration activities were implemented actively and proactively, including efforts to strengthen ties with neighboring countries, promote cooperation with major powers, and intensify high-level exchanges with important partners.
In concluding remarks, Prime Minister Pham Minh Chinh valued the results achieved, while noting that the global context continues to evolve rapidly, with increasing complexity and unpredictability.
Domestically, Vietnam successfully organized the 14th Party Congress and the elections of the National Assembly and People’s Councils at all levels. The Government maintained macroeconomic stability, controlled inflation, promoted growth, and preserved major balances, including energy security.
The Prime Minister said external relations and international integration remain “bright spots,” helping maintain a peaceful and stable environment for national development. He also emphasized the need to elevate multilateralism, strengthen international solidarity, and broaden cooperation to create development resources.
Looking ahead, the Prime Minister stated that the overarching goal is to serve two-digit growth, link international integration to rapid and sustainable development, and realize the country’s long-term strategic objectives.
He called for renewing thinking and raising awareness and action in foreign affairs and international integration in the new situation, viewing integration as a constructive role that opens development opportunities and enhances Vietnam’s position and prestige internationally.
The Prime Minister urged improving the quality of economic integration and stepping up economic diplomacy by diversifying markets, supply chains and products. He also called for attracting high-quality foreign investment, prioritizing projects capable of disseminating technology and connecting domestic enterprises with global production chains.
Prime Minister Pham Minh Chinh highlighted the need to promote the “5 proactive” actions: proactive research and forecasting; maintaining relationships with partners; adjusting policies appropriately; flexible adaptation; and proactively transforming challenges into opportunities.
He also said political integration should be implemented broadly, substantively and effectively, prioritizing strengthened relations with neighboring countries and Southeast Asia, while maintaining balanced relations with major powers and important partners.
The Prime Minister called for expanding integration in science and technology, innovation, digital transformation, green transformation and the knowledge economy. He stressed moving from technology absorption to proactive cooperation, mastery, and gradual creation of new technologies.
He further requested strengthening international cooperation in training high-quality human resources, especially in artificial intelligence, semiconductors and nuclear energy.
The meeting also emphasized signing and effectively implementing international commitments, pushing negotiations on free trade agreements and expanding markets. The Prime Minister called for strengthening diplomacy in energy, high-tech industries and sectors where Vietnam has development needs.
Prime Minister Pham Minh Chinh said it is necessary to continue perfecting institutions and improving the quality of staff working on foreign affairs and international integration, while organizing effective implementation of mechanisms and policies to enhance the efficiency of integration.
He urged ministries, sectors and localities to uphold the spirit of “what is said is done, what is pledged must be implemented,” focus on action, avoid backtracking, and work to overcome difficulties to accelerate the country’s development in the new period.
