On the morning of April 4, 2026, Prime Minister Pham Minh Chinh chaired the Government’s regular meeting for March 2026 and an online Government conference with local authorities to review economic and social development in the first quarter of 2026, and to set key tasks and measures for the second quarter and the period ahead.
Participants included Politburo members, members of the Secretariat, central Party members, Deputy Prime Ministers, ministers, heads of ministerial-level agencies, leaders of ministries and central agencies, and leaders of provinces and cities.
Under the conference agenda, delegates were set to evaluate economic and social performance in March and Q1/2026, the implementation of Government Resolution No. 01/NQ-CP 2026, the allocation and disbursement of capital for public investment, and the implementation of the national target program.
The conference would also assess the directions and operations of the Government and the Prime Minister in March and Q1/2026, and identify specific tasks to focus on in April, Q2 and the time ahead.
At the opening, Prime Minister Pham Minh Chinh said that in the first months of 2026, global conditions have seen many new, complex, and unpredictable developments, including tariff policies and responses by various countries. He also cited the Ukraine conflict showing no sign of a quick end, armed conflicts spreading to the Middle East and disrupting supply, and oil, gas and transport costs remaining high.
He further noted that global commodity, financial, monetary and precious metals markets have fluctuated amid increased risk and uncertainty.
Domestically, the Prime Minister said the 14th Party Congress, the elections of deputies to the 16th National Assembly and People’s Councils for the 2026–2031 term, and the first and second Central Conferences achieved very positive results, reflecting trust, resolve and a new development vision for the country in the new era.
He added that with the decisive involvement of the entire political system, the people and the business community—under the leadership of the Political Bureau and the Secretariat and led by General Secretary To Lam—the macroeconomic and social situation in Q1/2026 generally developed positively and comprehensively, with many sectors posting strong growth and many localities described as bright spots.
Despite the achievements, the Prime Minister said shortcomings and difficulties remain, including pressures in macroeconomic management, energy security concerns, administrative procedures, decentralization, and the fact that online public services are not yet truly convenient. He also pointed to food safety challenges.
Accordingly, delegates were asked to analyze the context and governance work in March 2026 and the first three months of the year; assess the timeliness and flexibility of responses to global developments; identify what was done well or fell short, along with causes and lessons learned; and propose tasks and solutions for the near future.
He said the conference should also consider what the upcoming period may bring, including positive and negative factors, and how to achieve high growth while maintaining macro stability, controlling inflation and ensuring major economic balances.
Emphasizing that the growth target of 10% or higher remains unchanged, Prime Minister Pham Minh Chinh urged continued renewal of traditional growth drivers and promotion of new drivers.
He called for measures related to monetary and fiscal management, accelerating public investment disbursement, diversifying markets, products and export supply chains, and focusing on cultural, social, environmental, defense and foreign affairs.
