Proposal for a socialized
investment model for charging-station networks
The Ministry of Construction requests proposals on viewpoints, objectives, principles, investment models, governance, and operation of charging-station networks in a socialized approach, mobilizing maximum resources from enterprises and forms of public-private partnership and other appropriate forms.
The Ministry of Construction has issued a document assigning the Department of Science, Technology, Environment and Construction Materials, the Strategy Academy, and the staff training institute to study and develop a plan for the development of the charging-station network for electric vehicles.
The aim of the proposal is to implement Directive No. 09/2026 of the Prime Minister on strengthening energy efficiency, promoting energy transition and development of electric transportation.
In addition, the proposal requires the competent agencies to assign tasks to ministries, sectors, and localities in developing the charging-station network for electric vehicles and green energy in the draft Prime Minister's Decision amending and supplementing Decision No. 876/2022.
Under the directive, the plan must be built in a holistic, cohesive, feasible manner, closely tied to planning, investment and exploitation of transport infrastructure systems—roads, urban areas and residential zones. The timetable for presenting the proposal to the Ministry of Construction in 2026.
Assessment of demand and the capacity of the electricity system and land resources.
The Ministry also notes that the proposal should clarify the current status of electric-vehicle usage, charging infrastructure, and assess demand, distribution of the network and capacity of the electricity system and land resources, as well as requirements on fire safety, traffic safety and the environment.
One key point is that the Ministry requires the proposal to set out viewpoints, objectives, principles, investment model, governance and operation of charging-station networks to be socialized, mobilizing maximum resources from enterprises and forms of public-private partnership and other appropriate forms.
Additionally, the proposal should review and propose improvements to mechanisms and policies on standards, technical regulations, grid connection, electricity pricing, land, investment, service provision, electrical safety, fire protection, environmental protection and coordination responsibilities among relevant agencies and units.
Implementation should proceed immediately after approval by the competent authority.
The Ministry emphasizes that the proposal must be highly practical and feasible to implement once approved.
To ensure progress, the relevant agencies may mobilize and use legitimate resources to develop the proposal, including allocated funds, science and technology funding, sources of socialization, sponsorship, research collaboration and other lawful sources in accordance with law, ensuring transparency and efficiency.
In addition, the Ministry will coordinate with the Strategy Academy to solicit input from ministries, agencies, and localities on the content of the draft proposal, and to incorporate it into the draft Prime Minister's Decision to amend and supplement Decision No. 876/2022; and present it to the Prime Minister in the third quarter of 2026.
