The provincial director of public security could be empowered to impose administrative fines of up to 100 million VND for violations in the lottery business, under a proposal from the Ministry of Finance.
In a draft reform of the Decree on penalties in the lottery business, the Ministry of Finance proposes expanding the range of officials authorized to impose administrative penalties in the lottery sector. The proposal would extend authority to the police, the chair of the provincial People’s Committee, and the director of the provincial Department of Finance. The maximum fine level would be up to 100 million VND.
The draft defines administrative violations in the lottery business as breaches related to issuing, distributing, and selling lottery tickets that do not amount to criminal liability. Such violations would be handled through monetary fines or other administrative measures.
According to the proposal, administrative penalties currently fall under the remit of financial inspection. However, the public administration structure no longer includes the relevant titles, creating a need to broaden penalty authority to other positions.
The draft outlines a grade-specific delegation of penalties for the police force:
Beyond the police, the draft also expands authority for the Chairman of the provincial People’s Committee. Under the proposal, the provincial leader may impose fines up to 100 million VND, seize objects, and suspend operations for a limited period.
The suspension power would apply to violations related to printing, issuing tickets, product types, or promotional activities within the locality.
Separately, the Director of the Department of Finance would be granted authority to impose penalties up to 80 million VND, together with the accompanying remedial measures.
At present, there are 63 state-owned lottery companies nationwide, owned by provincial or city authorities, alongside Vietlott, which is owned by the Ministry of Finance. All operate under a state-owned enterprise model with 100% state ownership.
In 2025, total lottery sector revenue reached 177,196 billion VND, up 10.48% year-on-year. Revenue remitted to the state budget was 57,160 billion VND, equivalent to about 116% of the National Assembly’s assigned target.
All lottery proceeds are allocated to local budgets to fund healthcare, education, social welfare, and welfare. The remainder is directed to local budget development investment funds, in line with annual approvals by the National Assembly.
