By May 7, 2026, disbursement of public investment from the state budget had reached VND 153,912.7 billion, equivalent to 15.2% of the Prime Minister’s assigned plan, according to a report from the Ministry of Finance.
The Ministry of Finance, in Report No. 5994/BC-BTC dated May 12, 2026, said the total public investment plan for 2026 up to May 7 was VND 1,026,769.3 billion.
Of this, the NSNN public investment plan for 2026 was assigned at VND 1,013,443.4 billion, comprising:
The NSNN public investment plan initially assigned at the beginning of the year was VND 995,348.05 billion, including:
The NSTW supplementary plan was VND 18,095.4 billion (domestic), while the NSĐP localities’ floor plan increased by VND 13,325.9 billion compared with the Prime Minister’s plan. As a result, the total plan at the reporting time (PM plan plus NSĐP increases) stood at VND 1,026,769.3 billion.
The report also stated that total allocated capital detailed reached 95.8% of the Prime Minister’s plan. Total capital allocated to tasks/projects was VND 984,514.9 billion, including NSTW of VND 331,286 billion and NSĐP of VND 653,228.9 billion. If excluding the NSĐP increases of VND 13,325.9 billion, total detailed allocation was VND 971,189 billion, also equivalent to 95.8% of the Prime Minister’s plan.
Unallocated detailed capital amounted to VND 42,254.4 billion across 14 ministries and 15 localities (4.2%), mainly due to investment procedure-related issues.
As of May 7, 2026, disbursement from the start of the year reached VND 153,912.7 billion, equal to 15.2% of the Prime Minister’s plan.
The Ministry of Finance noted that disbursement from the start of the year to April 30, 2026 was VND 144,282.9 billion (14.2% of the Prime Minister’s plan). Disbursement for the week May 1–7, 2026 was VND 9,629.8 billion, up from the prior week’s VND 9,004.5 billion.
The report said 27 ministries/agencies and 18 localities had disbursement rates below the national average.

The Ministry of Finance said that if not counting 5% of the NSĐP budget (about VND 32,511.3 billion) saved for potential investment in the Lao Cai–Hanoi–Hai Phong railway project, national disbursement by May 7, 2026 would be 15.7% of the Prime Minister’s plan (VND 980,932.1 billion).
