On April 21, 2026, Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the Quang Ninh Provincial People’s Committee Bui Van Khang chaired a meeting to implement land clearance (GPMB) for the Hanoi–Quang Ninh high-speed railway project.
The Hanoi–Quang Ninh high-speed railway project is 120.2 km long and is designed as a double-track line with a 1,435 mm gauge and full electrification. The line’s maximum speed is up to 350 km/h.
The section running through Quang Ninh is nearly 40 km long, passing through the wards of Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau.
To support construction, Quang Ninh Province will reclaim about 273.13 hectares of land, with total investment of over 2,760 billion VND.
The provincial People’s Committee has established a Land Clearance Implementation Task Force, chaired by the Chairman and involving leaders of relevant departments. The Task Force assigns officers to each locality, sets up information exchange channels, and coordinates closely with local authorities to monitor developments and remove obstacles promptly.
For issues beyond local authority, units are required to report and propose solutions to the provincial People’s Committee and relevant central ministries for consideration and resolution.
To date, localities have implemented measures to maintain land clearance momentum, including establishing on-site steering boards and launching campaigns to mobilize the entire political system to participate. Authorities are also strengthening communications and legal awareness to build public consensus.
The Chairman emphasized that the project is strategic infrastructure with special significance in implementing central and local action programs, resolutions, and master plans. Land clearance, he said, must be carried out with urgency, decisiveness, and coordination.
