A former leader of Vietnam Rubber Group, Le Quang Thung, was sentenced to a total of 14 years in prison by the Ho Chi Minh City People’s Court for violations related to the sale of a land plot in Ben Van Don and for bribery. The court found that the transfer of land plot 39-39B to a private party breached regulations and caused state asset losses totaling 542 billion dong.
In the afternoon of April 10, after four days of trial, the court issued a first-instance verdict for 22 defendants in the case involving Vietnam Rubber Industry Group, Dong Nai Rubber Corporation, Ba Ria Rubber Company, the Ho Chi Minh City People’s Committee, the former Ministry of Agriculture and Rural Development, and other related units.
According to the verdict, Le Quang Thung received:
for a combined total of 14 years.
Other defendants, including Le Y Linh and Dang Phuoc Dua, were sentenced to terms ranging from 1 year 6 months to 7 years, with charges including state asset misappropriation and bribery.
The court stated that the land transfer to a private party did not involve price appraisal or bidding, contributing to the asset loss. The transfer process included the establishment of Phu Viet Tin Company and the subsequent sale to Nguyen Thi Nhu Loan for 846 billion dong.
The court also noted that Loan allegedly benefited by over 300 billion dong.
The case findings indicated that, in his capacity as chair and CEO, Le Quang Thung directed subordinates and coordinated with Le Y Linh and Dang Phuoc Dua to finalize the illegal sale. The proceedings also involved authorities that approved land-use changes and a valuation panel that received payments to reflect false market values.
The court concluded that land plot 39-39B Ben Van Don was transferred into private ownership, resulting in 542 billion dong in state losses.
The court further stated that the consequences were mitigated by several factors, and it emphasized that the absence of appraisal and bidding in the transfer process was a key element in the loss.
