Hanoi authorities said the Thụy Phương canal rehabilitation project—designed to supply water to the To Lịch River and improve drainage in northern areas of the capital—was approved by the Hanoi People’s Committee on February 9, 2026, with total investment of more than 920 billion VND.
The project is being carried out under an emergency mechanism to address flooding in multiple urban areas, including Resco, Ecohome, the Foreign Affairs Diplomatic Quarter, Tay Ho Tay, and Ciputra, while also improving the flow of the To Lịch River.
Construction is proceeding in multiple shifts, including night work, with about 25 work fronts and more than 500 staff and engineers. The works include bank stabilization with piles, subsoil and channel bed treatment, bottom structure construction, and installation of box culverts.
By late April 2026, the project had reached about 70% of the contract scope.
Ground boring is ongoing to support overall progress.
At the Thụy Phương pumping station, the contractor has completed pile driving under protection measures and is carrying out earth excavation, box culvert construction, culverts under the dike, transitional culverts, and discharge basins. The pump station area is being developed in parallel.
The project is planned to be completed before May 31, 2026. Upon completion, the Thụy Phương canal system is expected to reduce flooding in the area and, by drawing water from the Red River via the canal, improve the flow and water quality of the To Lịch River.
