The Project 06 Implementation Program aims to develop and apply population data, identity data, and electronic authentication across all sectors to support the construction of a digital government, digital economy, and digital society. The program is intended to contribute to the goals set out in the 14th Party Congress Resolution, Resolution 57-NQ/TW, and other government plans on science and technology, innovation, and national digital transformation.
By 2035, Vietnam aims to become a sustainable, comprehensive digital nation in which all transactions between citizens and the government are conducted in a digital environment. National databases, anchored by population data, are expected to be connected, shared, and used effectively to enable real-time decision-making for a smart government.
Citizens are expected to access personalized, automated, and convenient digital services based on life events. Digital data and technologies are planned to be applied widely in health, education, transportation, agriculture, justice, security, and other areas, improving both material and spiritual well-being. The program also targets the widespread adoption of digital culture and digital skills across society.
Vietnam also aims to be among the world’s top 50 countries in innovation and digital transformation, positioning itself as a regional hub for data connectivity and a key driver of the region’s digital economy in Asia.
To support a single sign-on across systems, agencies are expected to propose amendments to regulations to remove bottlenecks and promote the development of digital citizens, digital society, digital economy, and digital government. Data governance mechanisms are planned to be improved, with standardized approaches to data collection, exploitation, and usage, including data use in administrative procedures and online public services. The program also calls for strengthening protection of personal data and data security, with penalties in the data domain.
Guidelines and unified architectural standards for administrative procedures are planned to be issued to implement single sign-on across software and systems.
For administrative procedures and online public services, agencies are expected to restructure, reduce paperwork, and streamline procedures based on data. The program also calls for developing a shared data dictionary and a centralized, unified model for administrative procedures on the National Public Service Portal.
Initiatives to broaden access to public services for citizens and businesses are also planned.
To support development of the economy and society, the program will promote the use of electronic identity in transactions and procedures. It will also publish catalogs of products and services and models applying population data, identity data, and electronic identity, particularly in sectors linked to the digital economy, including finance, banking, agriculture and environment, health, education, tourism, logistics, and e-commerce.
Research will explore solutions for building smart cities, including digital twin and digital location models, by connecting and applying location data, population data, and electronic identity, linked with other data.
To enable citizens to exercise rights and duties in the digital environment, the program will implement solutions such as soliciting public input on draft laws and regulations, and managing the exploitation, sharing, and monitoring of citizen data usage.
The program includes building the VNeID application into a national multi-utility digital platform with functions including:
The program also calls for completing the creation of digital document wallets for citizens and organizations on VNeID, and establishing a citizen and organization data repository in the digital environment in accordance with regulations.
The program will develop digital platforms providing utilities to encourage citizens to act in the digital environment. It will also enhance digital tools for citizens, including electronic identity accounts, citizen IDs, digital signatures, and payment accounts.
Industrial revenue of the digital technology sector in April 2026 is projected at 622,402 billion VND.
The Prime Minister has appointed the Prime Minister as Head of the Steering Committee for the development of science, technology, innovation, digital transformation, and the Project 06.
The plan also highlights ongoing and upcoming initiatives to expand digital government services, foster data-driven governance, and accelerate Vietnam’s digital economy.
