Mobile network operators said they will keep services running through the holiday period and reinforce staffing to help customers verify SIM registration information ahead of the SIM-blocking deadline under Circular 08.
On April 28, Viettel Telecom said it has deployed nearly 50,000 verification points nationwide to enable customers to access services and complete the process of protecting the primary SIM owner before the deadline.
With 50,000 verification points, Viettel Telecom said it has the largest direct-support network among telecom operators in Vietnam. The system is distributed across both urban and rural areas, allowing customers to choose the most convenient location.
Under Circular 08/2026/TT-BKHCN, effective from April 15, after receiving a notice from the network operator, users have about 30–60 days to update information and add facial biometrics as required.
After the deadline, telecom operators are required to temporarily suspend outbound telecommunications services—meaning customers cannot make calls or send SMS—for those who have not updated information, have not provided facial biometrics, or whose biometrics do not match the national database.
Viettel said it is mobilizing its entire workforce to aim for 100% completion among customers in the verification scope before the deadline. Ahead of the long holiday, a Viettel representative said the 30/4 and 1/5 holidays are an opportunity to serve customers, particularly those commuting to work, and that the nationwide system is ready to support people while maintaining the target and avoiding interruptions to communications.
In addition to the 50,000 direct-support points, Viettel encourages customers to verify at home via the VNeID app (for customers already enrolled in VNeID level 2) or via My Viettel. Viettel said the self-verification process—NFC scanning of the national ID card and facial verification in the app—takes only a few minutes.
To support customers, Viettel is offering up to 50,000 VND in promotional credits for on-network calls and data for customers who complete verification successfully.
To determine whether a subscriber falls under the verification requirement, customers can send a text message in the format “TTTB CCCD” or “ID number” to 1414.
Mobile operators warned citizens to stay vigilant and not share OTP codes or passwords with strangers who call as if they were call-center staff. They also advised customers not to access unfamiliar links requesting the download of fake verification apps. Operators said all steps should be completed at official transaction points or via My Viettel/VNeID apps.
Meanwhile, to support Vietnamese people abroad, VinaPhone said it currently allows verification via the MyVNPT app.
Users download the app, log in with their phone number via OTP, then go to “Subscription Information” and select “Verify now.” They then choose the option “Scan chip-embedded CCCD” and follow the instructions to complete the process. VinaPhone said the steps take only a few minutes if required conditions are met.
VinaPhone noted that customers must perform verification in person because the process includes a face-matching step (eKYC) using data on the chip-embedded CCCD.
For SIMs abroad, customers should enable roaming and GPRS to receive OTP, and should disable mobile data and use WiFi to avoid unnecessary costs. If the SIM is in Vietnam, VinaPhone said a relative can insert the SIM into any phone, power it on to receive the OTP, and then provide it back to the user so the user can log in to the MyVNPT app remotely.
Alongside remote verification support, VinaPhone said it is implementing supportive activities across the system to ensure customers can complete subscriber standardization before the deadline. At transaction points nationwide, operators are increasing staff and extending service hours, including after business hours, to meet peak demand. Call centers, online channels, and customer care teams are on high alert to continuously receive and handle requests from both domestic customers and those living abroad.
