The Vinh – Thanh Thủy expressway project, about 60 km long and passing through nine communes, is designed with four full lanes, with some segments and bridges reaching up to six lanes. The total investment is about 23,940 billion VND, comprising 10 component projects, including one for the main route and nine for compensation, support, and resettlement. Under the plan, the project will break ground in 2026 and be completed and put into operation in 2029.
The project affects residential land and productive land of 2,688 households. Of these, 198 households require resettlement and 274 graves must be relocated, alongside many technical infrastructure works, including 500 kV, 220 kV, and 110 kV power lines, telecommunications, and water supply systems.
In Kim Liên commune, the 3.1 km section affects multiple areas of residential and productive land, with five households needing resettlement. The relocation also includes a gas station and infrastructure for electricity and telecommunications. The locality has completed inventory of agricultural and forestry land and is implementing the development of compensation plans and payment. However, concerns remain regarding compensation plans for some households and enterprises, as well as the relocation of graves.
In Đại Huệ commune, the locality proposed a mechanism to address fragmented production land that is difficult to cultivate. It also proposed support for assets on land of some households building farms without permits.
During an on-site inspection, Nghệ An Province Vice Chairman Thái Văn Thành required relevant units to accurately define boundary markers, complete legal dossiers, unify compensation plans, and avoid errors in budgeting payments.
For fragmented land areas with reduced productive use, the province proposed studying land swaps or adjusting infrastructure accordingly. The project will also invest in service roads and underpasses to ensure mobility and production for residents after completion.
Previously, Nghệ An Province issued an implementation plan targeting completion of all procedures to begin construction before 19 May 2026, with the works put into operation in 2029.
To ensure progress, the province assigned specific duties to units. The Nghệ An Project Management Board for Transport Infrastructure Projects and the communes’ People’s Committees are responsible for progress, quality, and land clearance. The Department of Construction will appraise and manage construction authorization; the Department of Agriculture and Environment will advise on compensation policy and manage materials; the Department of Finance will ensure funding; and the Provincial Police will maintain security during implementation.
Localities along the route were urged to strengthen communication, build public consensus, and promptly prepare resettlement land funds and relocate infrastructure to quickly hand over cleared land to the contractor.
