On March 17, 2026, Minister of Construction Trần Hồng Minh, together with a working delegation from the Ministry of Construction, held a meeting with Quảng Ninh Province. During the meeting, Quảng Ninh's Standing Vice Chairman Vũ Văn Diện proposed that the Minister direct relevant agencies to accelerate the appraisal of the feasibility study report and the base design for Ha Long Green station to expedite starting the Hanoi–Quảng Ninh high-speed rail project approved by Quảng Ninh People's Committee and the investor. Currently, the investor is completing related documents and procedures, aiming to commence construction in April 2026, Mr. Diện said. The project has a double-track configuration with a 1,435mm gauge, electrification, with a route length of about 120 km, crossing four provinces/cities: Hanoi, Bac Ninh, Hai Phong, and Quảng Ninh. Main route design speed is 350 km/h, with the Hanoi section designed at 120 km/h. The entire line will include five stations (Co Loa, Gia Bình, Ninh Xá, Yen Tu, Ha Long Green), one depot at Ha Long Green station, Tuần Châu ward, Quảng Ninh. Total investment for the project is about 147,370 billion VND (excluding about 10,270 billion VND in compensation for land clearance and resettlement, funded by the state budget). The mega project Hanoi–Quảng Ninh high-speed rail originates from the National Exhibition and Convention Center area (Dong Anh district, Hanoi), crossing Bac Ninh, Hai Phòng City, and ending at a public park in Tuần Châu ward. The Hanoi segment will run at a design speed of 120 km/h. Quảng Ninh Province also requests addressing issues related to settlement payments for land clearance. They also propose adding a riverside road connecting to the Hai Phòng–Ha Long expressway to Đông Triều, and a connecting road from the riverside route to the Lach Huyện urban expressway, Hai Phòng–Sân bay Gia Bình via Đá Vách bridge into the national road network. Minister Trần Hồng Minh urged Quảng Ninh’s authorities to expedite planning and investment procedures to promptly deploy the expressways in the area. He also urged the Vietnam Directorate for Roads and related agencies to study planning and construction of expressways, connecting to existing routes, to help connect Sân bay Gia Bình with the center and localities in Quảng Ninh. Additionally, work should begin promptly on dredging sea lanes; during implementation, use on-site materials for earthworks to support infrastructure projects and promote socio-economic development in the area.
