At the press briefing for Q1 2026, Mr. Le Long, Deputy Director of the Tax Department, said that after nationwide cross-checks of tax declarations, a considerable number of high-revenue enterprises were found to declare losses. Specifically, more than 400 enterprises with annual revenue of 1,000 billion VND or more reported losses. Loss-making results or minimal profits can stem from many objective or subjective reasons. However, practical management indicates that many enterprises with large revenues have posted losses for years yet continue to expand scale and increase investment. This raises questions about the integrity of these firms in complying with tax and accounting laws. To address this, the Tax Department leadership stressed strengthening reviews of tax declarations and payments and increasing on-site inspections. For the planned theme-based inspections of loss-making and slim-profit enterprises, the Tax Department will inspect six enterprises. Tax authorities nationwide are also instructed to strengthen tax management and to conduct inspections to curb tax leakage for loss-making, low-profit businesses. Previously, the Tax Department compiled a list of 302 enterprises with revenue above 1,000 billion VND per year that incurred losses for two consecutive years (2023 and 2024). This list was shared with industry units to continue reviewing and updating data on business results based on the 2025 corporate income tax finalization data, in order to identify high tax-risk enterprises and incorporate them into the 2026 inspection plan.
