On 14 April, at the Great Hall of the People in Beijing, General Secretary and State President To Lam met Wang Huning, a Standing Committee member of the Politburo of the Communist Party of China and Chairman of the Chinese People’s Political Consultative Conference. The meeting reaffirmed high-level political trust and discussed major directions to deepen bilateral cooperation.
The two sides noted positive progress in Vietnam–China relations since the 14th National Congress of the Communist Party of Vietnam and China’s successful 2026 Two Sessions. They exchanged views on measures to realize shared high-level understandings to ensure stable, substantive, and long-term development of the relationship.
The meeting agreed to push forward three pillars of cooperation: shared ideals and beliefs, aligned development interests, and people-to-people exchanges. The two sides also advocated regular high-level exchanges and enhancing cooperation across channels, including defense and security.
Beyond traditional areas such as trade and investment, they emphasized new opportunities in infrastructure development—especially rail connectivity—digital transformation, and strategic technologies including artificial intelligence, quantum technology, and semiconductors. Human-resource development was highlighted as a focus area.
To Lam urged leveraging the CPPCC and the Vietnam Fatherland Front to support regional collaboration, promote friendship, and address disputes at sea through constructive dialogue.
Wang Huning affirmed China’s priority of Vietnam relations in its neighborhood diplomacy, welcomed Vietnam’s recent achievements, and expressed readiness to boost strategic connectivity, accelerate infrastructure cooperation, AI and the digital economy, and expand imports of Vietnamese high-quality agricultural products. He also encouraged Chinese firms to invest in Vietnam for mutual benefit.
Wang Huning endorsed expanded people-to-people exchange, education, healthcare, and local cooperation. He also supported jointly organizing multilateral events, including APEC 2026 in China and APEC 2027 in Vietnam.
After arriving at Beijing Capital International Airport, the Vietnamese delegation toured planning sites in Hung An New District, Hebei, with local officials. The Hung An project was described as a strategic, nationwide initiative following the development of Shenzhen and Pudong’s New Area.
