On 19 April 2026, a frank and open dialogue between Bắc Ninh's provincial Party Secretary and provincial leaders with workers addressed urgent issues that workers want answered, including traffic congestion, housing for workers, meal breaks, and social insurance. The session did not dodge questions; Secretary Nguyễn Hồng Thái and the provincial leaders answered directly, committing to remove bottlenecks affecting hundreds of thousands of workers. During the dialogue, Nguyễn Xuân Dinh from Fukang Technology raised concerns about traffic congestion in industrial zones, especially during peak hours. The Sở Xây dựng Bắc Ninh acknowledged that infrastructure in some industrial parks lags behind rapid growth; the influx of workers during fixed hours, with insufficient traffic participation, worsens congestion. Despite directive to re-time traffic and deploy police, roads remain congested. To address this, Bắc Ninh is implementing synchronized measures: investing in four projects to widen connector lanes and connect major industrial zones such as Quang Chau – Van Trung, and considering an overpass to ease traffic. The province plans to allocate about 1,000 billion VND over five years to upgrade rural transport networks used daily by workers to reach factories. Police will also strengthen handling of violations by employee shuttles. Provincial President Pham Hoang Son emphasized that the root cause isn’t solely workers’ behavior; the infrastructure must advance first, and investment will prioritize transport infrastructure in industrial zones, including ring roads and underpasses along expressways. On housing for workers, workers’ housing is a hot topic; representatives noted difficulty for workers to access social housing. The Department of Construction Bắc Ninh said many social housing projects exist and there are plans for about 100 social housing projects totaling 150,000 units, though demand-led registration is low in some areas. The province has completed several social housing projects and intends to implement around 100 projects with capacity of 150,000 units. In some districts, registration rates are as low as 30%. The province has shifted policy toward rental housing and accommodation for workers; in 2025 Bắc Ninh rolled out nine social housing rental and worker lodging projects. The Department will survey actual needs to adjust product mix and simplify rental procedures. Additionally, workers noted the difficulty in renting social housing; the committee will ensure prices are transparent and improve access; the party secretary affirmed that the province will continue to work with investors to resolve difficulties; the union would regularly collect worker opinions for timely handling; the message: “Businesses must care more about workers, and workers should stay connected to the business.” The discussion also highlighted social insurance compliance, food safety, and labor safety. The Department of Internal Affairs will review violations; severe cases will be publicly disclosed and handed to investigators if there are criminal signs. The session closed with Secretary Nguyễn Hồng Thái praising workers’ frankness; 18 issues were raised; emphasis on transportation, housing, food safety, and social insurance. Action items: all suggestions should be included in a concrete plan with deadlines; the union will consolidate worker feedback to the Secretary for timely processing. The secretary urged zero tolerance for violations and a stronger link between employers and workers.
