On April 20, 2026, the Da Nang City Party Committee issued Decision No. 809-QĐ/TU establishing the Steering Committee on housing policy and the real estate market in Da Nang. According to the decision, the Head of the Steering Committee is the Secretary of the City Party Committee; the deputy heads are the Deputy Secretary of the City Party Committee, the City People’s Committee Chairman; the Deputy Head is the Deputy Secretary of the City Party Committee, the Chairman of the City Council. The Standing Member is the Vice Chairman of the City People’s Committee in charge of construction. The Steering Committee also includes 15 members who are leaders of related departments and agencies such as the Department of Construction, Department of Finance, City Police, and representatives from banks. The Department of Construction is assigned as the Standing Agency of the Steering Committee. Members serve in a part-time capacity. The functions and tasks of the Steering Committee are to lead and direct the implementation of central and city-level policies on housing and real estate in the city. Notably, the decision specifies that the Steering Committee should focus on meeting the government’s targets under the national program to invest in building at least 1 million social housing units for low-income individuals and workers in industrial zones during 2021-2030, and the Da Nang housing development program that has been approved; develop and propose mechanisms and policies suitable to Da Nang’s conditions to develop an effective real estate market; directly direct inspections and address difficulties and obstacles arising in project implementation in the city. In terms of seal usage, the decision states that the Head uses the City Party Committee seal; the Deputy Heads and the Standing Commissioner use the City People’s Committee seal. Other member agencies use their own seals to perform their delegated tasks. The Steering Committee will also establish a separate support team to assist in implementing the specialized mechanisms and policies. Decision 809-QD/TU dated April 20, 2026 takes effect from signing and replaces Decision No. 2350-QD/TU dated September 9, 2025 of the City Party Standing Committee on organizing the Steering Committee for social housing development in the city.
