Da Nang will provide up to 200 million VND per year to small and medium-sized enterprises (SMEs) in the city’s trading sector to foster creative entrepreneurship, provided they meet the conditions set out in the 2026 support plan.
The Da Nang Department of Industry and Trade issued Dispatch No. 1632/SCT-QLTM to implement the SME support plan for the trading sector in 2026. Under the plan, SMEs in the city can access two main groups of policy support.
Under Government Decree 80/2021, SMEs that are starting up creatively or joining an industry cluster and value chain and meet the criteria in Article 20 of the decree may receive support for certain trade activities and market expansion.
Enterprises may receive support of up to 50% of the value of a consulting contract for registering an account on international e-commerce platforms, capped at no more than 100 million VND per contract per year. They may also receive support of 50% of account maintenance costs, capped at up to 50 million VND per year. This support is maintained for up to 2 years from the date of successful account registration.
For trade promotion activities, support covers venue rental, booth design and setup, transportation of displayed products, and travel and lodging for representatives attending fairs and exhibitions.
Under Decree 29/2025 of the City People’s Council, SMEs participating in a standalone booth at overseas fairs receive support of 50% of costs for renting space, booths, and transporting display materials.

Each unit is supported once per year.
Units participating in international e-commerce platforms are also supported for 50% of costs for items including consultancy, seller account fees, listing, order fulfillment, warehousing, barcode registration, design, photography, and product advertising on the platform.
Specifically, costs for registering an account on international e-commerce platforms are supported up to 100 million VND per contract per year, and account maintenance costs up to 50 million VND per year. Each unit is supported twice over five years.
To receive support, enterprises must prepare complete documentation, including a company size declaration form, business registration certificate, latest financial statements, and documents proving priority status (creative startup or value chain).
Applications must be submitted before January 20 for the first batch and before May 20 for the second batch each year. For reimbursement, enterprises must submit within 10 days after completing the event. If the dossier is incomplete or invalid, the Da Nang Department of Industry and Trade will issue a notice within five working days.
