The Ministry of Home Affairs has issued official correspondence to ministries and ministerial-level agencies (excluding the Ministry of Public Security and the Ministry of National Defense) and to People’s Committees of provinces and centrally governed cities, requesting the updating and completion of the database on the organizational structure of ministries, sectors, and localities.
The circular notes that, in implementing Resolution No. 57-NQ/TW and Resolution No. 214/NQ-CP, the Ministry of Home Affairs has led the development of a software system to pilot the management of the database on organization and apparatus. Ministries, sectors, and localities have proactively updated information into the database in line with the guidelines.
However, as of March 31, 2026, many agencies have not completed updates or met the scheduled timeline. The Ministry of Home Affairs therefore requests continued direction to agencies under their jurisdiction to update database information and to ensure the accuracy of data to meet unified management requirements across the central government, ministries, and localities.
The update work is required to be completed before April 30, 2026.

The Ministry of Home Affairs also requests that reports on organization, apparatus, staffing, and staffing reductions be consistent with the data updated in the database and synchronized with periodic reporting.
According to a report from the Ministry of Home Affairs, for workforce management, the ministry has reported to the Secretariat of the Party’s Politburo on the results of workforce management for the 2022–2026 period and has proposed staffing for 2026–2031 for ministries, sectors, and localities. The report also includes the redeployment of civil servants into civil service quotas for certain administrative bodies that have not yet been allocated civil service quotas.
Based on this, the Ministry of Home Affairs will forward the materials to the Central Organization Commission for synthesis and submission to the Politburo for consideration and decision, ensuring consistency in the allocation of staffing for 2026–2031 across blocks within the political system.
