Acting Deputy Prime Minister Pham Gia Tuc has urged accelerated investigation and handling of violations related to the Long Thanh International Airport construction project, Phase 1, following conclusions issued by the Government Office after a meeting reviewing the project’s progress.
The Deputy Prime Minister said the Long Thanh airport project is a national key project with special significance. He noted that difficulties and obstacles encountered during implementation have been addressed with attention from Party and State leaders, as well as ministries and sectors, including timely removal of constraints within their responsibilities.
He acknowledged that the progress achieved so far broadly meets major milestones required under the plan, including the successful first technical flight on December 19, 2025.
However, he emphasized that completing and putting the project into operation in 2026—under directives from the Standing Government—remains highly demanding due to remaining difficulties.
The Deputy Prime Minister reiterated that the goal of completing and launching commercial operations in 2026 is mandatory. He requested all stakeholders to continue upholding responsibility, maintaining high focus, and increasing determination in executing assigned tasks.
He asked ministries, sectors, and local authorities to proactively address issues within their authority, strengthen close coordination, promptly remove difficulties, and speed up implementation.
The Deputy Prime Minister directed the Police to instruct internal agencies to urgently accelerate investigations and handling of violations during project implementation to ensure clear accountability. He also requested clarifying the extent of violations by organizations and individuals involved, particularly key leaders of investors and main contractors who directly direct construction, while allowing individuals not directly involved in the violations to continue participating in the project.
He further requested that the Police, in coordination with the Vietnam Airports Corporation (ACV), the Ministry of Finance, the Ministry of Construction, and other relevant agencies, promptly review dossiers and documents related to ongoing investigations. The aim is to enable ACV to settle payments for non-violating quantities, works, and packages, and to devise appropriate solutions for parts of the work that involve violations.
The Deputy Prime Minister asked the Ministry of Finance to promptly restructure ACV’s apparatus and staffing as required.
He also directed the formation of a task force to guide handling obstacles related to payments under the Prime Minister’s directions, with completion before April 22.
ACV was instructed to continue reviewing contract packages regarding volumes, progress, manpower, equipment, and materials. It was also asked to require contractors to increase manpower, equipment, and funding to capitalize on favorable weather and speed up execution to meet contractual progress and commitments.
ACV was additionally tasked with negotiating with contractors to agree on solutions to overcome difficulties, including temporary payments while awaiting official conclusions.
The Ministry of Construction was asked to promptly establish a task force and coordinate with Đồng Nai province to resolve issues related to the supply and prices of raw materials, fuel, and building materials.
The Deputy Prime Minister stated that Vietnam Airports Corporation, as the investor, bears full responsibility for the schedule and quality of Component 3.
He directed rigorous implementation of the Prime Minister’s directives, including promptly engaging each contractor and each package to determine remaining work, execution progress, resource mobilization, and remaining difficulties and obstacles. Based on this assessment, ACV should require contractors to ramp up resources and focus on construction to ensure progress according to contract and commitments.
Đồng Nai Province was assigned to ensure fuel and material supply for the project. The Deputy Prime Minister also instructed pipeline investors to expedite procedures and commence construction to secure progress.
