From April 30, 2026, Đồng Nai will become a centrally administered city, with 10 communes upgraded to wards. Preparations to implement the urban government model and establish Đồng Nai City have been carried out by agencies and localities in a coordinated, prompt, and highly responsible manner.
According to Đồng Nai’s Department of Home Affairs, the plan to upgrade to city status and convert 10 communes into wards has been drafted and submitted to the provincial People’s Committee for approval. Six specialized task forces have been established to support implementation.
Localities have been guided to reorganize the administrative apparatus, prepare seals and signage, review administrative procedures (TTHC), archive records, and complete other prerequisites to ensure operations begin smoothly once the resolution takes effect.
The 10 communes upgrading to wards have completed proposals to reorganize departmental units and prepared lists to convert hamlets/villages into urban wards for approval by the local People’s Councils.
Departments and public service units are proactively reviewing functions, updating signage and seals, updating working regulations, and aligning internal procedures with the urban government model.
Preparations for technical infrastructure are largely complete. The provincial police have issued 8,496 new seals. The TTHC system, digital signatures, digital certificates, the electronic information portal, electronic forms, and common data have been reviewed and configured, ready for the transition on April 30.
In financial and budget terms, budget management, treasury transactions, and accounting will continue to follow current regulations to avoid disruption during the transition.
In land and urban infrastructure, 91.85% of cadastral maps for the 10 new wards have been edited. Names of administrative units on 57.24% of provincial cadastral maps have been updated, and coordination is underway to build the city’s administrative map for post-transition governance.
Regarding the legal basis, all related regulations, mechanisms, policies, procedures, and forms have been reviewed to advise timely adjustments and ensure a complete legal framework when the new model operates.
From now until April 30, remaining tasks include announcing the resolution, handing over and replacing seals, updating names and signage of agencies, reviewing and adjusting TTHC, and completing the integrated electronic workflow system, sector databases, and the public service portal.
From April 30 to May 2, 2026, Đồng Nai will complete changes to user devices on the electronic workflow system, digital signatures, certificates, the TTHC processing information system, and sector databases. The aim is for the urban government apparatus to operate in a synchronized, seamless, and effective manner from day one.
