On the morning of April 24, a working delegation from Bac Ninh Province led by Mr. Nguyen Hong Thai, a member of the Communist Party Central Committee and Secretary of the Bac Ninh Provincial Party Committee, visited Amkor Group in Incheon City for a meeting.
Attending the meeting were Mr. Lee Jin An, CEO of Amkor Group; Mr. Kim Sung Hoon, CEO of Amkor Vietnam; and leaders from operations, manufacturing, environment–safety–logistics, administration and HR, as well as R&D of the group.
Amkor is a leading global company in semiconductor packaging and testing and is described as a key link in the global semiconductor value chain as countries and enterprises restructure supply chains and expand manufacturing networks toward safer, more flexible, and efficient operations.
In Bac Ninh, Amkor’s first semiconductor plant in Vietnam was inaugurated in October 2023 with an initial investment of 529 million USD. By July 2024, Bac Ninh Province issued an investment adjustment certificate for Amkor Technology Vietnam Ltd, increasing total investment to 1.6 billion USD. The faster-than-expected capital increase was cited as reflecting the group’s confidence in Bac Ninh’s investment climate, infrastructure, human resources, and long-term development prospects.
Amkor Technology Vietnam Co., Ltd has invested in Bac Ninh since 2021 by building a modern, integrated plant at Yen Phong 2C Industrial Park. The project provides stable employment for more than 1,500 workers domestically and internationally. The article states that local workers have an average monthly income of 12.2 million VND, and that the project has contributed 5.75 million USD to the state budget. It also notes that the high-tech semiconductor plant in Bac Ninh is Amkor’s largest plant globally.
The article says Amkor chose Yen Phong 2C for its plant due to Bac Ninh’s favorable investment environment and infrastructure, including a synchronized network of electricity, water, and communications. It also highlights conditions intended to support talent development and a highly skilled workforce, alongside active support from provincial leadership and local authorities.
At the meeting, Mr. Lee Jin An, Amkor’s CEO, said the company’s Vietnam project is operating steadily, gradually expanding production scale, and contributing positively to the group’s global supply chain. He also praised the investment climate, human resources, and the province’s cooperation during project implementation, and affirmed that Amkor will continue to study and expand investment in the near future.
Mr. Nguyen Hong Thai congratulated Amkor on positive investment and business results. He emphasized that Bac Ninh currently has favorable conditions for developing high-tech industries, especially semiconductors, citing its strategic location, developed infrastructure and industrial infrastructure, an open investment environment, and a strong commitment to accompany enterprises.
The article describes Bac Ninh as covering more than 4,700 square kilometers with a population over 3.6 million, located in the Red River Delta, the Hanoi capital region, and the Northern Key Economic Region. It also notes convenient connectivity to Noi Bai International Airport, Hai Phong Port, northern economic corridors, and the North–South economic axis.
It further states that Bac Ninh’s 2025–2030 development plan identifies the semiconductor industry as a focus area. The Secretary of the Bac Ninh Provincial Party Committee said Amkor’s project is not only a large-scale investment but is also expected to attract supporting enterprises and gradually form a semiconductor ecosystem in the locality.
Provincial leaders pledged to continue accompanying and supporting Amkor to expand production in Bac Ninh. They also said they expect the group to continue expanding investment, accelerating technology transfer, and helping Vietnamese enterprises—especially businesses in Bac Ninh—participate more deeply in the global supply chain.
The article concludes that the Incheon meeting reflects Bac Ninh’s proactive and urgent spirit in connecting and promoting high-quality investment, while reaffirming the province’s resolve to attract high-tech projects and develop the semiconductor industry, contributing to the goal of turning Bac Ninh into a key growth pole in the northern region.
