The project to build the western section of National Highway 13, connecting Chon Thanh and Hoa Lu, has been identified as a strategic transport corridor in Vietnam’s Southeast region, particularly for linking to the Hoa Lu International Border Gate (in an area formerly under Bình Phước).
The Chairman of the Dong Nai Provincial People’s Committee has issued Decision No. 1326/QD-UBND approving adjustments to the project to construct the road along the western side of National Highway 13 between Chon Thanh and Hoa Lu. The decision updates the project’s total investment, funding structure, and implementation schedule to align with the previously adjusted investment policy and current implementation conditions.
Under Decision 1326, the revised total investment is VND 1,860 billion. Of this amount, construction costs exceed VND 1,005 billion, while compensation, support, and resettlement costs are about VND 755 billion. The remaining portion covers project management, consulting, and contingencies.
The decision also revises the funding structure, with VND 1,105 billion from the central budget and VND 755 billion from the local budget. The allocation is based on retaining prior decisions while updating to reflect current public investment funding balance conditions.
Decision 1326 revises contents in several earlier decisions issued by the former Bình Phước province, covering approvals and adjustments to the project from 2019 to 2024. These updates reflect the process of reviewing and finalizing project documentation as administrative boundaries and management mechanisms changed.
The project’s implementation period remains 2020–2026, consistent with the overall progress and the mid-term public investment plan.
The adjustment is issued based on multiple legal grounds related to public investment, construction, and cost management, including the Public Investment Law 2024, the amended Construction Law, and relevant decrees and circulars guiding investment policy to ensure consistency in project management.
The Dong Nai Provincial People’s Committee assigns the Dong Nai Project Management and Construction Investment Authority as the investor, responsible for organizing subsequent steps in accordance with regulations. The Department of Construction and the Department of Finance are tasked with coordinating management, supervision, and resolving implementation impediments, providing a basis to accelerate progress and reduce delays from procedural or inter-agency coordination issues.
The western road of National Highway 13 linking Chon Thanh and Hoa Lu is planned to be about 22 km long and built to Class III rural road standards. The route will form an axis parallel to the existing National Highway 13.
Once completed, the project is expected to reduce load on the current highway while improving transport capacity and cross-regional connectivity. It is also intended to meet traffic demand and support economic development by connecting industrial zones, urban areas, and production regions with the border gate, facilitating goods movement and import-export activity.
In the context of the Southeast region strengthening regional integration, completing border-gate connectivity is presented as a key factor in expanding development space and improving competitiveness.
Dong Nai province said it is committed to making transport infrastructure a strategic breakthrough by accelerating key transport projects, including completing the Ring Road 3 segment through Dong Nai; the Bien Hoa – Vung Tau expressway; the Ben Luc – Long Thanh expressway; the Dong Nai riverbank road; and the central axis of Bien Hoa. The province also cited progress on expansions of major expressways such as Ho Chi Minh City – Long Thanh – Dau Giay and Ho Chi Minh City – Thu Dau Mot – Chon Thanh, the start of Ring Road 4 in Ho Chi Minh City, and roads connecting Long Thanh International Airport, including Provincial Roads 773, 769, and 770, as well as bridges linking Dong Nai to Ho Chi Minh City.
