According to the Tax Department (Ministry of Finance), in the first three months of the year, e-commerce tax revenue grew by 12% year-on-year to 85.6 trillion dong. Of this, tax administration activities for foreign providers have become routine, with 7.82 trillion dong declared and paid, up 159% from the same period. This figure includes tax obligations withheld on behalf of individual business households. The result shows that together with the rapid development of the digital economy, tax administration is gradually catching up with reality, helping to widen the tax base, curb revenue leakage, and increase transparency in online business activities. According to the report, total budget revenue managed by the Tax Authority in the first quarter reached 748.154 trillion dong, equivalent to 33.4% of the estimate, reflecting the economy’s recovery as well as the effectiveness of tighter revenue management measures. The Tax Department said tax administration efforts were further strengthened with electronic tax declarations for enterprises reaching 99.4%, electronic tax payments reaching 98.8%. For household businesses, electronic tax declaration rate reached 16%, electronic tax payment rate 36%. As of March 31, 2026, 4,547 decisions were issued with total tax refunds of 42.211 trillion dong, equal to 24.4% of the estimate, up 36% year-on-year. Automatic refund processing continued with 6,921 automatic refund dossiers; the approval rate reached 16.7% of refund requests; 6,355 refund orders were issued — 92% of dossiers to be processed. In tax inspections, 7,188 inspections were conducted (12.4% of the plan, 71.9% YoY); total recommendations processed amount to 14.781 trillion dong (down 10.2%), of which revenue increases totaled 4.360 trillion dong (up 4%); budget paid 3.093 trillion dong (about 71% of the increase). Electronic invoicing deployment yielded positive results with 2.4 billion invoices processed in Q1; the system-wide total reached 23.3 billion invoices.
