On the morning of April 24, after 12 days of active, urgent, and serious work with a spirit of renewal, scientific approach, and high responsibility, the First Session of the 16th National Assembly completed all planned content and programs and proceeded to the closing session.
The closing session was attended by General Secretary and State President Tô Lâm; Politburo member and Standing Secretariat Tran Cam Tu; Politburo member and Chairman of the National Assembly Tran Thanh Man; Politburo member and Secretary of the Central Committee of the Party, Chairman of the Central Committee of the Vietnam Fatherland Front Bùi Thị Minh Hoài, along with other party and state leaders and former leaders.
In his closing remarks, Chairman Tran Thanh Man said that, within a very short period since the election of the 16th National Assembly and the People’s Councils for the 2026–2031 term, the First Session completed many important tasks.
He noted that the session consolidated the state apparatus and promptly elected high-level leadership in accordance with the Constitution and law. It also moved to codify many guidelines and policies into laws to implement the 14th Party Congress Resolution, while deciding on tasks for economic-social development, defense, security, and foreign affairs, including urgent and critical matters.
“Facing the country’s new requirements, the 16th National Assembly acted proactively and decisively from the outset, with determination, doing things promptly and in a methodical way,” the Chairman said.
Chairman Tran Thanh Man said the National Assembly completed weighty tasks, reviewed and decided the organizational structure, and elected and approved 39 senior positions within the state apparatus. The National Assembly elected the President, the Chairman of the National Assembly, and the Prime Minister with very high levels of trust.
The session enacted 9 laws and 31 resolutions. Chairman Tran Thanh Man said many of these were passed with 100% of attending deputies voting in favor, helping to promptly codify the Party’s 14th Congress resolutions and resolutions and conclusions of the Party Central Committee, the Politburo, and the Secretariat.
He emphasized that the policies issued at the session reflected both a spirit of renewal and decisive action to remove bottlenecks, while also ensuring timely responses to practical needs. The Chairman said the measures promote devolved power and accountability, and establish mechanisms and policies to handle stalled projects and unlock resources for economic-social development.
“Of particular note, timely flexible adjustments to tax policies demonstrated proactive, decisive fiscal management to support enterprises and citizens through difficulties,” Chairman Tran Thanh Man stated.
Chairman Tran Thanh Man said the National Assembly allocated time to carefully consider and decide the five-year development plans for 2026–2030. The session also decided to establish Đồng Nai City, received the National Election Council’s report on election results, confirmed the eligibility of National Assembly deputies for the 16th term, and noted that the Vietnam Fatherland Front Central Committee compiled citizen and public opinions and recommendations.
Highlighting the session’s achievements, the Chairman said the success of the First Session creates momentum, trust, and new impetus for the entire term.
He also stressed that, given the current context, the National Assembly must continue to innovate more strongly, comprehensively, and substantively in organization and operation; improve the quality of lawmaking; strengthen supreme oversight; and make decisions on major national issues.
