Former Standing Deputy Governor of the State Bank of Vietnam, Dao Minh Tu, was elected Vice Chairman and Secretary General of the Vietnam Bankers Association for Term VIII (2026-2031). On May 12, 2026 in Hanoi, the association's VIII-term congress (2026-2031) successfully convened, electing Mr. Dao Minh Tu to the position of Vice Chairman and Secretary General for Term VIII. He was born in 1964 and holds a PhD in Economics. He was appointed Deputy Governor of the State Bank of Vietnam in May 2012 and reappointed in 2017 and 2022, serving as Standing Deputy Governor. Before becoming Deputy Governor, he held various roles at the State Bank, including Chief of Office; Head of Secretariat of the Financial and Monetary Policy Advisory Council; and Director of the Emulation - Rewards Department. In his capacity as Deputy Governor and later Standing Deputy Governor, he directly oversaw key tasks such as financial administration and accounting; cost-saving and anti-waste measures; administration and modernization of government offices; communications; and directed handling of issues related to audits by the State Audit Office and financial accountability oversight by the Ministry of Finance at the State Bank. Beyond his technical duties, he is regarded as a Party cadre who is committed to organizational work; during his tenure as a member of the Party Committee, as Deputy Secretary of the Party Committee, and as Deputy Secretary of the Standing Board of the Party Committee of the State Bank, he actively participated in discussions, contributed ideas, and helped decide many important matters of the Bank’s Party organization. In the labor movement, as a member of the Vietnam General Confederation of Labour and President of the Bank Employees’ Union, he helped promote the broad “Hard-working and Creative Labor” ethos and cared for the material and spiritual welfare of staff and workers in the sector. He also contributed to spreading the core values of the banking sector: “Discipline - Integrity - Professionalism - Innovation - Creativity.” For his achievements, he has been awarded numerous honors, including the Second-class Independence Order and the First-class Labour Medal.
