The Vietnam Social Security (BHXH) has issued Decision No. 366/QĐ-BHXH detailing procedures for collecting social insurance, health insurance, and unemployment insurance; issuing social insurance books and health insurance cards. The decision decentralizes responsibilities across levels, promotes digitization, and strengthens oversight of late or evaded contributions.

The software system automatically verifies participant information against national insurance, population, and residence databases. If the dossier is complete, the system will automatically update data, issue electronic BHXH books and BHYT cards, and confirm insurance contributions.
Under the new procedure, the time to provide guidance or return incomplete dossiers must not exceed three working days from the date of receipt.
BHXH Vietnam also strengthens management of late or evaded insurance contributions. The software system can automatically identify violations and issue reminders to employers.
Workers can monitor their BHXH, BHYT, and BHTN contributions through the VssID app. If a company delays or evades BHYT contributions and employees therefore do not receive their cards, the unit is required to reimburse the full out-of-pocket medical expenses within the scope of BHYT benefits.
According to BHXH Vietnam, the decision is intended to improve governance toward openness, transparency, and modernity; enhance service efficiency for citizens; and meet digital transformation requirements in the new phase.
