The defendants disseminated false information that they had the ability to locate and secure deposits for housing and land at discounted prices at projects including a commercial housing project for resettlement in Dai Kim ward, Hoàng Mai district (old) in Hanoi; a residential project in Hoa Lạc ward, Móng Cái city (old) in Quảng Ninh province and a project in Cam Lâm district (old) in Khanh Hoa province. The couple Quân invited Trần Trung K to participate in deposits for real estate purchases at the above projects. In May 2021, Quân personally took K to meet the project’s investor. At the meeting, the investor only provided information about the three projects and did not specify how the sale would proceed. Trusting this, K transferred more than 17 billion đồng to Quân; and signed six documents of agreement with co-defendant Trần Thị Thanh Tâm. The indictment shows that although Quân and Tâm did not know the specific details of how the projects would be sold, Tâm had signed an agreement with K to deposit for buying houses/land at the three projects. In addition to the above method, Quân also invited Đặng Trịnh Lan Anh to buy plots of land and houses at the three projects. Authorities determined the total amount Quân embezzled from K and Lan Anh to be more than 29 billion đồng. Significantly, Lan Anh, together with Đoàn Trung, spread false information that they could provide plots of land at the above projects to seek buyers to earn a price differential. According to the indictment, Lan Anh and Đoàn Trung used the corporate identity of Thăng Long Design Construction and Communications Joint Stock Company to introduce to clients that the company was selling land plots in Móng Cái at discounted prices. The two defendants signed deposit agreements with three victims totaling more than 33 billion đồng. Upon receiving money, Lan Anh only gave 11.9 billion đồng to Quân to deposit 120 plots of land in the Móng Cái project. The remaining funds were used for personal purposes. Upon verification, Thăng Long Design Construction and Communications Joint Stock Company had no relation to the Móng Cái project and was not in a joint venture with the project’s investor.
