From July 1, 2026, an 8% increase in pension and monthly social security allowances is expected for groups currently receiving these benefits. The draft Decree also introduces an additional support mechanism to ensure the lowest benefits are raised to at least 3.8 million VND per month.
The adjustment applies to people receiving pensions and monthly allowances before July 1, 2026, including the following groups:
Under Clause 1 of Article 2 of the draft, from July 1, 2026, the pension, social insurance allowances, and monthly allowances of the above groups will be increased by 8% based on the June 2026 level.
In addition to the general increase, Clause 2 of Article 2 provides an extra adjustment mechanism for the group with low benefits, including those who retired before January 1, 1995. After the 8% increase, if benefits remain below 3,800,000 VND per month, further adjustments will be applied:
Additionally, under Clause 2 of Article 1 of the draft, people who retired before January 1, 1995, and whose benefits remain below 3,800,000 VND per month after adjustment will continue to be adjusted to ensure the minimum level.
Clause 3 of Article 2 states that the pension and allowances after adjustment will be used as the basis for future adjustments, supporting continuity and consistency in policy.
Article 3 of the draft provides that the state budget will guarantee funding for those with benefits before January 1, 1995 and certain special policy groups. The Social Insurance Fund will guarantee funding for those with benefits from January 1, 1995 onward.
