The Ministry of Home Affairs is seeking public feedback on a draft circular that sets out adjustments to pensions, social security allowances, and monthly allowances. The proposed changes apply from July 1, 2026.
1) For subjects defined in Clause 1, Article 1
a) An increase of 4.5% plus 200,000 VND per month for those specified in points a, b, and c of Clause 1, Article 1 of Decree No/2026/ND-CP.
Formula: Pension, social security allowances, and monthly allowances from July 2026 = (June 2026 level × 1.045) + 200,000 VND
b) An increase of 8% for social security allowances and monthly allowances for those specified in points h, i, and k of Clause 1, Article 1 of Decree No/2026/ND-CP.
Formula: Pension, social security allowances, and monthly allowances from July 2026 = June 2026 level × 1.08
2) For subjects defined in Clause 2, Article 1
a) If the pension, social security allowances, and monthly allowances after applying the adjustment under Clause 1, Article 2 are less than or equal to 3,500,000 VND/month, the monthly increase is 300,000 VND.
Formula: Pension, social security allowances, and monthly allowances from July 2026 = (after adjustment under Clause 1, Article 2) + 300,000 VND/month
b) If the pension after adjustment under Clause 1, Article 2 is greater than 3,500,000 VND/month but less than 3,800,000 VND/month, the adjustment is set at 3,800,000 VND/month.

1) For subjects defined in Clause 1, Article 1
An 8% increase over the June 2026 level.
Formula: Pension, social security allowances, and monthly allowances from July 2026 = June 2026 level × 1.082
2) For subjects defined in Clause 2, Article 1
a) If the pension after adjustment under Clause 1, Article 2 is less than or equal to 3,500,000 VND/month, the increase is 300,000 VND/month.
Formula: Pension from July 2026 = (pension after adjustment under Clause 1, Article 2) + 300,000 VND/month
b) If the pension after adjustment under Clause 1, Article 2 is greater than 3,500,000 VND/month but less than 3,800,000 VND/month, the adjustment is set at 3,800,000 VND/month.
