The Government has issued Decree No. 92/2026/ND-CP on special regimes and policies for the Governing Council of the International Financial Center in Vietnam.
The decree applies to the Chair, Vice-Chairs and members of the Governing Council; the staff of the supporting Office and Advisory Council; and other agencies, organizations, and individuals involved.
Under the decree, the Chair, Vice-Chairs and members of the Governing Council shall work on a part-time basis. In addition to their monthly salary, they will receive an allowance equal to 50% of the current salary level, calculated based on the position salary or the civil service salary plus the leadership allowance. This allowance is not used to calculate contributions to compulsory social insurance or health insurance.
If the Chair works on a full-time basis, they will continue to receive the salary and allowances they have been receiving (if any), and will receive an additional monthly allowance equal to 80% of the current salary.
Governing Council members are also entitled to bonuses, housing, transportation, working conditions, recognition, commendation, healthcare, recreation, and annual leave as specified in Decree No. 231/2025/ND-CP.
At the Office, the Chair determines recruitment, management, and use of staff. The head and deputy heads will receive a regime equivalent to the level of a department under the ministry.
Staff recruited or transferred to work at the Office will receive salaries according to civil service ranks or professional titles, leadership allowance (if any), long-service (out-of-scope) allowances (if any) and other allowances for civil servants. They will also receive an additional monthly allowance equal to 80% of the current salary for their civil service rank and professional title.
Individuals recruited through a talent pathway or assessed as highly capable, outstanding, and determined by the employing unit to be talented will receive an additional monthly allowance of 150% of the current salary, as provided in Decree No. 179/2024/ND-CP.
Staff will be provided with equipment and working tools to perform their duties. If necessary, resources and special equipment may be invested to implement contents of programs, projects, proposals, or scientific research deemed feasible and recommended for practical application.
After the working period ends, if staff are rated as having completed tasks well or better, the managing agency will arrange a position at the same level or higher than the one held. In cases of outstanding performance, they may be considered for appointment to higher leadership positions, and exceptions may be made where standards, conditions for planning, age, or tenure are not met. If tasks are not completed, downsizing will be implemented in accordance with regulations.
For experts of the Advisory Council, depending on needs, tasks, and objectives, the Chair of the Governing Council may sign labor contracts with reputable domestic and international financial and legal experts to serve as Advisory Council members.
Advisory Council experts work under labor contracts, with salaries based on negotiated terms. The Chair determines salary and contract terms based on job requirements, capabilities, contributions, degrees, experience, and performance.
Experts who are Vietnamese and of working age may, after completing their service, be considered for permanent recruitment as civil servants if they wish to continue long-term work within the political system by the competent authority.
Such experts will receive salaries according to the positions held and an additional allowance equal to 150% of the civil service salary for five years. The period worked on the Advisory Council will be counted for pay progression when employed.
