Ha Tinh Province has approved an investment plan to build a new road connecting National Route 1 with National Route 15B, covering Cam Xuyen and Yen Hoa communes. The project is intended to form a strategic cross-regional transport axis linking the main transport network to coastal areas, including Yen Hoa, Thien Cam and Dong Tien, and to connect to the Bac – Nam expressway interchange.
The road is about 8.43 km long (Section CL.01). Its starting point connects to National Route 1 in Cam Xuyen, while its endpoint connects to National Route 15B in Yen Hoa.
Under the approved plan, the road will follow a Class III plain road standard with a 4-lane cross-section. In the initial investment phase, the project will be implemented as a 2-lane road to match available funding capacity.
The estimated total investment is nearly 700 billion VND. Funding will come from the central budget under Ha Tinh’s 2026–2030 mid-term public investment plan, combined with the provincial budget.
Ha Tinh’s People’s Committee assigns the Project Management Board for Transport Construction and Urban Development to ensure the accuracy and legality of project data. The Finance Department is responsible for investment legality-related tasks.
Relevant agencies are required to carry out investment preparation in compliance with public investment and construction law, following proper authorities, procedures and timelines. The project investor must incorporate feedback from relevant departments and localities, prepare required documents, and complete subsequent procedures in accordance with regulations to ensure quality and progress.
The plan is also linked to broader regional development efforts, including coordination with other cross-cutting projects and policy frameworks. In addition, the coastal western expressway segment is planned to extend to Dat Moi.
