Hai Phong City People’s Committee has submitted a document to the Ministry of Construction regarding the Hai Phong International Airport master plan with a vision to 2050, proposing adjustments to the timing of the planning work.
The city recommends allowing the study of the airport master plan after the city’s master plan to 2050, with a vision to 2075, is approved by the Prime Minister. Under the proposal, the planning period would be moved to the 2027–2028 phase.
City leaders said the adjustment is intended to ensure synchronization between airport planning and the city’s integrated spatial, industrial and service development directions for the new period.
Following the administrative boundary merger between Hai Phong City and Hai Duong Province, the development space has expanded, forming a new urban–economic linkage region at the center of the Northern Bay economic zone.
In addition, the formation of Gia Binh Airport in the area adjacent to the northwestern part of Hai Phong is creating new factors affecting spatial organization and the transport–logistics network across the region.
Based on these developments, Hai Phong People’s Committee said it is necessary to study and clearly determine the scale, location and role of Hai Phong International Airport, as well as its linkage with infrastructure and functional zones within the city’s overall master plan.
The city is currently urgently drafting the master plan to 2050, with a vision to 2075, under Prime Minister’s Decision 423/QĐ-TTg dated 11 March 2026. The master plan covers the entire new administrative boundary and includes guidance on space orientation, urban development, transport infrastructure and multi-modal connectivity.
Within this framework, the Hai Phong International Airport content—planned for Tiên Lãng district under the old boundary—will be studied within the overall master plan to ensure alignment with socio-economic development needs, compatibility with the transport system and compliance with the national airport network plan.
Earlier, in March 2025, the Ministry of Construction approved the task of planning the Hai Phong International Airport with a vision to 2050, covering about 1,100 hectares, with the planning time expected in 2025–2026.
According to the Ministry’s requirements, the airport master plan must align with the national aviation development strategy, meet passenger and cargo transport needs, and ensure efficient land use, a reasonable investment timeline, and requirements of defense and security.
