Hai Phong is planning to recover more than 2,524 hectares of land across numerous communes and wards to implement 71 projects for transport infrastructure, technical infrastructure, and urban development. Of these, 210 hectares in nine wards/communes will be used to build the Hanoi–Quang Ninh high‑speed rail line. The Hai Phong City People’s Committee has submitted to the city’s People’s Council the list of 71 projects and works to be subject to compulsory land acquisition totaling more than 2,524 hectares. Among them, three are key transport infrastructure projects with large land requirements, spread across many communes and wards. The project to invest in the construction of the Ninh Binh–Hai Phong expressway (CT.08), from the interchange with the Hanoi–Hai Phong expressway to the coastal road interchange. The total land to be acquired is about 82.7 hectares across Kiên Minh, Kiến Hải communes and Nam Đồ Sơn, Dương Kinh wards. The city is expected to reclaim 210 hectares of land in Hợp Tiến, Trần Phú and in Lê Đại Hành, Bắc An Phú and Nhị Chiểu wards to implement the Hanoi–Quảng Ninh high‑speed railway. This is a national infrastructure project linking the Hanoi–Hai Phong–Quảng Ninh economic triangle, contributing to a restructuring of passenger transport. For the Đông–Tây Hải Phòng road connection project, linking National Highway 10 with the city’s belt 1 around Hai Duong (old), it is planned to reclaim 234.7 hectares of land across nine communes/wards: An Dương, An Phong, Ái Quốc, Nam Đồng, Hà Bắc, Hà Đông, Hà Tây, Thanh Hà and Kim Thành. This is a strategic corridor for Hải Phòng, a project to expand development space to the west and north and to trigger urban projects from BT land reserves. The project to invest in infrastructure for resettlement areas in Hưng Đạo, Dương Kinh, Đồ Sơn and Nam Đồ Sơn wards is expected to reclaim 28.43 hectares. The resettlement area to support land clearance for the Ngũ Phúc – Tân Trào industrial park infrastructure development will reclaim 18.3 hectares. 43.58 hectares in Hoà Bình, Bạch Đằng wards are expected to be reclaimed to implement climate‑adaptation project component 1 – constructing Beltway 3 and bridges and works on the route. The city also plans to reclaim hundreds of hectares in various districts to create land funds for industrial park and logistics infrastructure. Of these, 596.7 hectares in Hùng Thắng commune are planned for the Tiên Lãng 1 industrial park project, a major industrial park in the southern coastal economic zone aiming to attract foreign direct investment and large‑scale manufacturing, driving new growth. More than 91 hectares of land in Thien Hương, Le Ích Mộc and Kiến Hải wards are planned for the construction and operation of a new generation logistics complex and for supporting port‑industrial supply chains. Additionally, the city proposes to reclaim more than 278 hectares to implement urban and housing projects, including the Trang Cat new urban area (Hai An ward), the Thủy Đường – Thủy Sơn urban area (Thủy Nguyên ward), the Tuệ Tĩnh urban area (Thành Đông ward) and social housing in Hoà Bình ward. Beyond these projects, the city plans land acquisitions for dozens of projects to expand schools, healthcare facilities, cultural and sports facilities, tourism facilities, and other technical infrastructure.
