The Hanoi National University Board of Directors held a meeting with relevant units to review the current status of facilities, infrastructure, and organizational work in preparation for the expansion phase of the university’s training scale at the Hoa Lac campus starting from the 2026-2027 academic year.
At present, nearly 6,000 students are studying at Hoa Lac across different training units within the Hanoi National University system. The upgrading and development of the Hanoi National University urban area at Hoa Lac is part of a government policy to relocate higher education institutions from inner-city areas.
Under Prime Ministerial Decision 16/2003/QĐ-TTg approving the plan for Hanoi National University at Hoa Lac and the city’s overall development plan, Hoa Lac is oriented toward becoming a science-technology city, linked with the modern “university city” model. The policy aims to reduce pressure on inner-city areas while promoting the growth of satellite cities and forming a large-scale education–research–innovation ecosystem.
Within this plan, from the 2026-2027 academic year, about 15,000 students are expected to study at Hoa Lac.
Students at the Hoa Lac campus come from multiple units, including: Vietnam-Japan University, University of Law, University of Technology, University of Medicine and Pharmacy, University of Education, International University, Interdisciplinary Science & Arts, and University of Natural Sciences.
A new development for the upcoming phase is the start of about 900 first-year students from the University of Science at Hoa Lac. This is described as a significant step toward centralizing training at the Hoa Lac campus, allowing students to study in a stable environment throughout their undergraduate programs.
Hanoi National University leaders said the university will ensure full facilities and a service ecosystem for students studying at Hoa Lac, aiming to create a comprehensive learning and training environment and provide reassurance for parents.
Alongside expanding the training scale, the university will continue improving transport infrastructure and the service system within the university city. In the near future, Hanoi National University will cooperate with the People’s Committee of Hanoi to strengthen bus routes connecting the inner city and Hoa Lac. The plan also includes developing campus-wide electric buses and an electric bike system to support student mobility within the campus.
The dormitory and housing system for students will also be expanded. In 2026, on-campus housing is expected to meet more than 10,000 places, including about 5,000 in dormitories. The remainder will be arranged through partnerships with localities to ensure safe, high-quality accommodation for non-resident students.
The university will further focus on dining services, campus health, open study spaces, and athletic facilities. A modern clinic is planned for construction to serve students, faculty, and the local community.
In addition, security, parking, service zones, and digital infrastructure will be implemented in a coordinated manner to support a safe, modern, and convenient learning environment for students.
