Hanoi Party Secretary Tran Duc Thang inspected the Pham Tu – Road 70 interchange project, which has a total investment of more than 1,921 billion VND. Of this, the interchange component is nearly 786 billion VND, while the BOT contract value is over 1,551 billion VND.
The project began in 2014 and has been in service since 2019. The first section connected to Road 70 opened to traffic in early 2020. The Pham Tu – Road 70 interchange was approved in June 2017, but construction was paused in 2018 due to land clearance issues.
Under the design, the interchange will include a grade-separated overpass longer than 255 meters and a complete junction connecting Route 1 and Road 70.
As of now, land clearance for the interchange portion has reached 4.883/5.65 hectares. Breakdown by ward includes: Thanh Liet (2.74 ha), Ha Dong (1.73 ha), and Kiến Hưng (0.413 ha).
The remaining area to be cleared is about 0.763/5.65 ha, comprising 0.36 ha in Thanh Liet, 0.38 ha in Ha Dong, and 0.023 ha in Kiến Hưng.
During the on-site visit, the Secretary urged relevant units to verify land clearance progress, construction status, and settlement of the BOT contract, and to prevent further delays after years of slippage.

The directive also called for close coordination among wards and full compliance with legal procedures for compulsory acquisitions where eligible, aiming to resolve land clearance decisively and avoid it becoming a bottleneck for the project.
After clearance, the investor and contractor are required to promptly begin construction and coordinate with relevant units to address infrastructure systems, including 110kV and 220kV high-voltage lines.
The city’s leadership has set a target to complete the entire interchange before December 31, 2026.
