At Hanoi, Ring Road 3,5 stretches more than 40 km, but several sections have not yet been cleared of land, creating a risk that the full route cannot be connected when the Ngọc Hồi Bridge is completed.
During an on-site inspection on April 27, 2026, Politburo member and Hanoi Party Secretary Trần Đức Thắng ordered immediate action to address the project’s segmentation. For the section passing through Quang Minh commune, the dossier must be completed by May 10, and the investment policy must be approved by May 20.
The section through Thiên Lộc has been approved and funding has been allocated. For the segment from Phúc La – Văn Phú to the Pháp Vân – Cầu Giẽ expressway, the project is described as complex and is affecting more than 1,500 households in the resettlement area.
The city announced that the inspection team observed a delegation led by the city’s leadership inspecting the site. The Secretary urged localities with the project to develop resettlement plans, to be completed by September this year.
To support coordinated implementation, the city said it will allocate funds to urgent segments from its contingency budget to ensure the entire route is rolled out in an integrated and efficient manner.
The Ring Road 3,5 project has a total length of 53.381 km with a cross-section of B=42–80 m. The alignment runs from Quang Minh – Thiên Lộc – Cầu Thượng Cát – Quốc lộ 32 – Đại lộ Thăng Long – Quốc lộ 6 – Quốc lộ 1A – Cầu Ngọc Hồi – Hưng Yên.
