Hanoi’s People’s Committee has issued Announcement 396/TB-UBND dated April 13, 2026, setting out a review and resolution plan for 341 off-budget land-use projects in the city that are progressing slowly.
The Chairman of Hanoi’s People’s Committee requires project investors to submit written reports on implementation progress using the prescribed outline to the City People’s Committee. Submissions are to be made through the Office of the City People’s Committee and the task force established under Decision No. 01/QĐ-TCT dated April 13, 2026.
By April 30, 2026, investors must submit their reports. After this deadline, investors that do not submit reports, submit late, or submit reports that do not meet requirements—or do not clearly demonstrate capacity and commitment to implementation—will face measures including project reclamation or suspension.
To ensure project timelines are followed, the City People’s Committee assigns the Department of Agriculture and Environment to lead coordination with relevant communes and wards. The department is tasked with issuing notices to each investor by April 19, 2026 and monitoring and urging investors to submit reports on time and in line with the required standards.
